Ladakh Land Rights: LG Saxena Orders Renewal of Expired Lease Deeds
In a significant development for land rights in the Union Territory of Ladakh, Lieutenant Governor Vinai Kumar Saxena has issued a directive for the renewal of expired lease deeds that have been pending for several years. LG Saxena emphasized that this decision fulfills a critical demand from Ladakh residents, offering substantial relief to a large population. "This will provide legal security to their land titles, bringing much-needed stability," he stated. Implementation Through Special Camps
To ensure efficient processing, Saxena has instructed the UT Chief Secretary to organize special camps dedicated to clearing all pending cases. The first such camp is scheduled for April 15, where renewed lease deeds will be handed over to applicants following thorough document verification and processing of license fees. This structured approach is designed to streamline the renewal process and minimize delays.

The issue of lease renewals gained prominence after the nullification of Article 370 in 2019, which led to the bifurcation of Jammu and Kashmir into two Union Territories: Ladakh and Jammu & Kashmir. Prior to this, Article 370 restricted leases to permanent residents of the erstwhile state, while Article 35A barred outsiders from purchasing property in the region. Following the reorganization, the Ladakh administration temporarily halted lease extensions, creating uncertainty for many leaseholders.

Political parties in Ladakh have consistently highlighted the unresolved land matters, urging the administration to establish a clear policy framework. At a recent meeting, Tashi Gyalson, former chief executive councillor of the Ladakh Autonomous Hill Development Council (Leh) and a BJP member, raised concerns with Chief Secretary Ashish Kundra. He pointed out that many land-related issues remain unresolved, causing significant public inconvenience due to unclear titles.
Gyalson noted specific problems, including expired lease deeds issued by LAHDC-Leh that were not renewed, as well as cases where formal lease agreements were never signed despite allotments made by the council. These gaps have contributed to legal ambiguities and distress among residents.
