Ludhiana Dairy Complex Cleanliness Drive Launched Amid ETP Failures
A comprehensive cleanliness initiative has been launched to address the worsening sanitary conditions at Ludhiana's Haibowal Dairy Complex. This action comes in response to a critical breakdown in waste management infrastructure that has persisted for more than three weeks.
Systemic Failures in Effluent Treatment
For over 20 consecutive days, the Effluent Treatment Plant (ETP) designed specifically to process dairy wastewater remained completely non-operational. During this period, dairy owners resorted to dumping raw cow dung directly onto the internal roadways of the complex, exacerbating the environmental and health hazards.
AAP Rajya Sabha MP Balbir Singh Seechewal has stepped in to implement temporary corrective measures aimed at halting the direct discharge of waste into the malfunctioning ETP. As part of this intervention, a specialized well has been constructed to collect solid waste, ensuring that only water proceeds to the treatment facility.
Unfulfilled Agreements and Ongoing Disputes
Despite a formal agreement signed three months ago between the Ludhiana Municipal Corporation and a private contractor for the systematic removal of dung, the process remains disorganized and inefficient at both the Haibowal and Tajpur Road dairy complexes.
Dairy farmers have raised serious allegations, claiming that the contractor is refusing to provide the promised door-to-door waste collection services from inside their operational units. In a firm response, municipal officials have issued a strict ultimatum, giving the ETP operators and the waste-lifting company until April 19 to resolve all systemic failures or face potential legal and administrative action.
Innovative Solutions and Persistent Problems
MP Seechewal highlighted that a "Seechewal Model" pond has been established at the Haibowal complex as a preventive measure to stop dung from entering and clogging the ETP. Additionally, the private contractor has finally begun deploying carts within the complexes to facilitate the waste-lifting process.
However, area councillor Manju Shah described the current state of the Hambran Road complex as a "total mess," with cow dung accumulating in every corner. She confirmed that formal warnings have been issued to all stakeholders, demanding immediate rectification of the situation.
Longstanding Relocation Debate
The debate over shifting these dairy units outside Ludhiana city limits has been ongoing for more than 15 years, with minimal tangible progress. Land was previously identified in villages such as Gorsian Kadar Baksh, Dhanansu, and Khasi for potential relocation.
However, rapid urban expansion has rendered these sites increasingly less viable. Despite rejuvenation efforts for the Buddha Dariya, plans to relocate the dairies were ultimately abandoned in favor of relying on ETPs, which are now demonstrably struggling to function efficiently.
The newly launched cleanliness drive represents a critical attempt to address these deep-rooted infrastructural and logistical failures, aiming to restore basic sanitary standards at one of Ludhiana's key dairy hubs.
