Ludhiana Municipal Corporation Persists with Ambitious Waste Management Project

In a determined move, the Ludhiana Municipal Corporation (MC) has officially reissued tenders for its comprehensive integrated solid waste management initiative, valued at a substantial Rs 1,144 crore. This decision comes despite previous unsuccessful attempts to attract bidders and mounting local opposition from existing private garbage collectors.

Project Details and Previous Challenges

The ambitious project aims to completely overhaul the collection, transportation, and processing of approximately 1,084 tonnes of waste generated daily in Ludhiana. The contract period is set for eight years, representing a significant long-term commitment to improving the city's waste management infrastructure.

MC executive engineer Arvind Kumar confirmed that the civic body is proceeding with the tender reissue following formal approval from the House during its latest meeting. "We are hopeful we will find a response this time," Kumar stated, while acknowledging that the core conditions of the tender remain largely unchanged from previous versions that failed to attract contractors.

Controversy Over Private Collection

At the heart of the controversy is the project's plan to hand over door-to-door waste collection to a private concessionaire. This specific clause has triggered sustained protests from existing private garbage collectors, who fear for their livelihoods under the new system.

While the Municipal Corporation has offered assurances that current collectors could potentially find employment within the new integrated framework, union members representing these workers have remained firm in their opposition. They are demanding that household collection remain outside private control, creating a significant obstacle to the project's implementation.

The situation highlights the complex balance between modernizing civic infrastructure and protecting existing employment structures. The Ludhiana MC's persistence with the tender process demonstrates their commitment to advancing the waste management project despite these substantial challenges.
