MCD Commissioner Mandates Comprehensive Monsoon Preparedness with Strict Deadlines

In a proactive move to mitigate monsoon-related disruptions, Municipal Corporation of Delhi (MCD) Commissioner Sanjeev Khirwar presided over a crucial high-level review meeting. The session focused on comprehensive preparedness measures, including extensive drain desilting operations, enhanced pumping arrangements, strategic planning for waterlogging-prone zones, and accelerated road redevelopment projects.

Strict Deadlines for Drain Desilting Operations

Commissioner Khirwar issued a directive requiring all municipal zones to complete desilting of drains by May 31. Completion certificates must be submitted according to strict timelines. For drains measuring four feet or more in width or depth, certification must be provided by executive engineers and superintending engineers by June 5. Smaller drains will require verification from sanitation superintendents.

All reports, countersigned by respective deputy commissioners, will be forwarded to MCD headquarters for thorough review. Officials emphasized that this systematic approach aims to establish clear accountability for any waterlogging incidents during the monsoon season.

Comprehensive Coverage Across All Drainage Systems

The commissioner mandated that desilting operations must encompass all drains within each zone's geographical boundaries, regardless of location. This includes drains in unauthorized colonies, resettlement colonies, villages, Lal Dora areas, drains crossing Public Works Department roads, and those passing through green zones managed by the Delhi Development Authority or other agencies.

"This comprehensive approach is designed to fix clear accountability for any waterlogging during the rains," Commissioner Khirwar stated during the meeting.

Enhanced Pumping Infrastructure and Maintenance

To strengthen pumping capabilities, zonal officers received instructions to finalize operation and maintenance contracts for pumping stations by April 30. This includes hiring pumps with manpower and procuring necessary accessories. All 465 portable pumps must undergo complete repair, servicing, and deployment by May 15.

Permanent pumping stations are required to maintain round-the-clock functionality from June 1 through September 30, ensuring continuous operation throughout the monsoon period.

Advanced Planning for Waterlogging-Prone Areas

Khirwar emphasized the necessity for advance planning specifically targeting waterlogging-prone locations, particularly those identified by Delhi Traffic Police. He called for seamless coordination between MCD and other civic agencies to address potential flooding hotspots effectively.

To improve emergency response capabilities during monsoon, ward-level Quick Response Teams will become operational from June 1. These teams will comprise labor forces, tools, vehicles, and machinery ready for immediate deployment.

Round-the-Clock Monitoring and Special Focus Areas

Zonal control rooms will function continuously from June 1 to September 30, receiving complaints, documenting grievances, and ensuring timely redressal of monsoon-related issues. Special attention has been directed toward vulnerable underpasses and road under bridges.

The civil and engineering wings of City SP Zone, Rohini Zone, and Narela Zone received specific instructions to prevent waterlogging at road under bridges in Kishan Ganj, Mangol Puri, Siraspur, and Mundka. This will involve deep desilting of connected channels and drainage systems in these critical areas.

Public Participation and Environmental Considerations

Commissioner Khirwar stressed the importance of public participation, directing officials to regularly brief resident welfare associations, market associations, and public representatives during desilting operations. Ward-level WhatsApp groups will be established to share daily progress updates with community stakeholders.

Furthermore, officials highlighted that silt removed from drains must be transported to designated dumping sites within three to five days to prevent dust pollution and traffic disruption. This environmental consideration forms an integral part of the comprehensive monsoon preparedness strategy.
