Ranchi Municipal Corporation Imposes Heavy Fines in Major Cleanliness Crackdown
In a significant enforcement initiative ahead of the Swachh Survekshan (cleanliness survey), the Ranchi Municipal Corporation (RMC) on Wednesday imposed a total fine of Rs 3,95,100 on violators during an extensive citywide inspection. This campaign targeted a range of issues including encroachments, waste mismanagement, and sanitation violations, aiming to bolster the city's cleanliness standards.
Leadership and Legal Framework of the Drive
The operation was spearheaded by Additional Administrator Sanjay Kumar, with all senior officials actively participating in field inspections across major roads and commercial areas. The action was executed under the provisions of the Jharkhand Municipal Act, 2011, ensuring a legal basis for the penalties and enforcement measures.
Strategic Deployment of Dedicated Teams
As part of efforts to enhance visible cleanliness, ensure garbage-free main roads, and eliminate hotspots, the corporation has operationalised 10 dedicated road management teams (DRMTs). Each team is assigned a city manager or city mission manager along with a senior official to guarantee accountability, rigorous monitoring, and time-bound compliance with cleanliness protocols.

Sanjay Kumar emphasized that the corporation is taking concrete steps to improve sanitation across Ranchi. "Ten dedicated teams have been deployed along major stretches. Strict action will be taken against encroachment and garbage dumping. During inspection on Purulia Road, especially near educational establishments, encroachments were found, fined on the spot, and removed," he stated. Kumar added that bylanes are also under scrutiny, with a focus on strengthening garbage management in inner areas. "We are strengthening garbage management in inner areas as well. Upon receiving complaints, teams will act swiftly," he noted.
Comprehensive Inspection Coverage
The inspections covered a wide array of violations, including:
- Road and footpath encroachments
- Availability of public dustbins
- Disposal of construction and demolition (C&D) waste
- Illegal vending and parking
- Use of single-use plastic
- Cleanliness of drains and public toilets
- Illegal hoardings
- Trade licence compliance
Breakdown of Fines Imposed
According to an official statement from RMC, the fines were distributed as follows:
- Rs 1,09,900 for encroachment
- Rs 1,27,000 for illegal advertisements
- Rs 50,000 each for absence of dustbins and trade licence violations
- Rs 17,500 for improper waste disposal
- Rs 36,900 for littering
- Rs 2,700 for single-use plastic use
- Rs 1,000 for no-parking violations
- Rs 100 for urinating in public
Future Plans and National Survey Goals
Officials confirmed that this intensified drive will persist in the coming days, aiming to secure a strong performance for Ranchi in the national cleanliness survey. The ongoing efforts reflect a commitment to sustainable urban hygiene and regulatory enforcement.
