A social audit of government schools in Himachal Pradesh's Bilaspur district has revealed that none of the surveyed school buildings meet the prescribed infrastructure standards. The audit, conducted by a local civil society group, assessed 45 government schools across the district and found widespread deficiencies in basic facilities.
Key findings of the audit
The audit report, released on 24 June 2026, stated that every school surveyed lacked one or more essential infrastructure components, such as adequate classrooms, separate toilets for boys and girls, safe drinking water, and boundary walls. None of the schools had ramps or other facilities for children with disabilities.
Additionally, the audit found that not a single school had access to professional counselling services for students. According to the report, this lack of support could negatively impact students' mental health and academic performance.
Impact on students
“The condition of government schools in Bilaspur is alarming,” said a spokesperson for the auditing group. “Students are being deprived of their basic right to a safe and conducive learning environment.” The audit also noted that many schools had cracked walls, broken furniture, and inadequate lighting and ventilation.
In response, the Himachal Pradesh education department has promised to address the issues. “We will take immediate steps to upgrade the infrastructure and ensure that all schools meet the required standards,” an official said.
Broader context
The findings come amid a nationwide push to improve government school infrastructure under the Samagra Shiksha Abhiyan. However, experts say that progress has been uneven, with many rural schools still lacking basic amenities.
