In a landmark move aimed at modernizing its extensive procurement operations, the Tirumala Tirupati Devasthanams (TTD) is preparing to launch a comprehensive digital e-procurement platform. This initiative represents the first time the renowned trust will implement such a system, designed to streamline the acquisition of materials valued at approximately Rs 700 crore annually.

Addressing Procurement Challenges with Technology

The decision to develop this digital marketplace comes in the wake of recent controversies, including the laddu-ghee adulteration procurement row, which highlighted systemic issues in the existing procurement processes. To combat these challenges, TTD has embarked on a series of long-term measures focused on introducing greater transparency and accountability across all levels of procurement.

TTD Additional Executive Officer Ch Venkaiah Chowdary has been instrumental in this transformation. He conducted multiple meetings with officials from the Government of India who were pivotal in the launch of the Government e-Marketplace (GeM). Drawing from their expertise, TTD is now creating its own dedicated e-marketplace portal.

Creating a Transparent Vendor Ecosystem

This new platform will establish a direct digital channel for reputable vendors from across India to sell their quality products directly to TTD. Chowdary emphasized that the system is designed to operate in an utterly transparent manner, eliminating intermediaries and reducing opportunities for malpractice.

"We are trying to plug all possible loopholes in the procurement systems by enabling vendors from all over the country to apply for TTD contracts digitally in an utterly transparent manner," Chowdary stated in an exclusive interview.

Scope and Scale of Annual Procurement

The scale of TTD's procurement operations is substantial. The trust spends around Rs 700 crore each year to acquire more than 70 essential items. Among these, approximately 30 major commodities are critical for the preparation of sacred offerings, including:

  • Ghee
  • Bengal gram dal
  • Jaggery
  • Cashews and almonds
  • Raisins
  • Cardamom and black pepper

These ingredients are essential for making the sacred laddu and other annaprasadams offered at the Tirumala temple.

Implementing Stringent Quality Controls

Following recommendations from an expert committee comprising distinguished scientists and officials, TTD has enforced strict Food Safety and Standards Authority of India (FSSAI) specifications since June of last year. The committee included:

  1. Dr C Anandha Rama Krishnan, Director of CSIR-NIIST
  2. N Purna Chandra Rao, Joint Food Controller of the Andhra Pradesh Government
  3. Dr D Usha Rani, Senior Principal Scientist from CSIR-CFTRI

Under revised guidelines, all tenderers must now submit laboratory reports from NABL-accredited and FSSAI-notified laboratories along with their tender documents. This requirement ensures that quality parameters are maintained without compromising the efficiency of procurement.

Future Impact and Expected Benefits

The upcoming e-procurement portal is expected to address persistent concerns regarding corruption and transparency in TTD's procurement activities. By digitizing the entire process, the trust aims to create a more accountable and efficient system that benefits both the organization and the devotees who receive the sacred offerings.

"To balance ease of procurement without compromising on the quality parameters, TTD will soon launch its own e-procurement portal," Chowdary asserted, highlighting the dual focus on accessibility and excellence.

This digital transformation marks a significant step forward for one of India's most prominent religious institutions, setting a new standard for procurement practices in similar organizations nationwide.
