The large-scale enforcement drive against illegal constructions and encroachments in DLF Phase-3, Gurgaon, continued for the third consecutive day on Saturday, with authorities sealing 181 rooms across four paying guest (PG) buildings and locking 29 commercial establishments operating illegally from residential premises. The action was carried out by the district town planning (enforcement) department in compliance with directions from the Punjab and Haryana high court. Police personnel and district administration officials were present throughout the operation in S Block and adjoining areas.
Focus on Restoring Residential Buildings
The campaign primarily aimed to restore residential buildings to their sanctioned plans and eliminate commercial activities violating zoning norms. Structures raised in stilt parking areas—including offices, kitchens, restaurants, servant quarters, and rooms—were targeted for demolition or sealing. At S-27/3, a stilt-plus-five-storey PG facility operating as ‘Hello World Co-Living’ was completely sealed: all 38 rooms were locked, and an office, three rooms, and a servant quarter in the stilt area were demolished.
At S-28/4, another stilt-plus-five-storey building had 54 rooms sealed across the basement, ground floor, and upper floors. Enforcement teams also removed sheds from setback areas and dismantled gates and encroachments extending beyond the plot line. On Siris Road, 44 rooms were sealed at plot number 74, including six in the basement and 38 across five floors. At Siris Road 72, 45 rooms were sealed, including five constructed in the stilt area. At Siris Road 70, another 44 rooms were sealed, and a kitchen, restaurant, and office operating from the stilt floor were demolished.
Commercial Units and Encroachments Cleared
Along the S-30 lane, 29 commercial units functioning from residential properties were sealed. These included salons, workshops, departmental stores, property dealer offices, pan shops, eateries, and juice outlets. Encroachments in the S-54 lane were also cleared—ramps, staircases, and unauthorised structures were removed. Illegal ramps, lawns, DG sets, extended boundary walls, and oversized gates at S-28/2, S-28/3, and S-28/4 were similarly cleared.
In the first three days of the campaign, more than 25 buildings have faced enforcement action. On Thursday alone, 262 rooms in eight large PG buildings were sealed, including a controversial 128-room PG operating from a 1,000-square-yard plot. Final restoration orders were issued on June 12 and 13 for properties not covered by any stay or status quo directions, and owners were directed to voluntarily remove deviations from sanctioned building plans. The department has since launched the drive in DLF phases 1 to 5, beginning with Phase 3.
Officials Warn of Strict Action
DTP (enforcement) Amit Madholia said, “The drive will continue until compliance with court orders is ensured.” He warned that illegal constructions, encroached stilt parking areas, and unauthorised commercial activity on residential plots would face strict action. The enforcement team remains active in the area, and further actions are expected in the coming days.
