Maharashtra Government Launches Comprehensive Probe Into Explosives Unit Accidents
The Maharashtra government has ordered a sweeping investigation into all accidents at explosives manufacturing facilities within Nagpur district, where 35 lives have been tragically lost over the past 36 months. This decisive action follows a devastating blast that occurred just 24 hours earlier at the detonator unit of SBL Energy Ltd in Raulgaon village, Katol tehsil, which claimed 19 lives and left over 20 workers critically injured.
Criminal Cases May Target Companies and Regulatory Officials
State Revenue Minister Chandrashekhar Bawankule announced on Monday that criminal cases could be filed not only against the companies involved but also against officials from key regulatory bodies. These agencies include the Petroleum and Explosives Safety Organisation (PESO), the state's Department of Industrial Safety and Health (DISH), and the labour commissioner's office, should any lapses be identified during the investigation.
"It's a case of manslaughter, and even agencies responsible for safety should not be spared," Bawankule stated emphatically. He elaborated that the inquiry would scrutinize whether PESO conducted proper safety audits at the units, whether companies followed their directives, and whether PESO ensured compliance with safety regulations.
State and Central Government Response to Safety Failures
Chief Minister Devendra Fadnavis declared that the state government would undertake a thorough review of all safety protocols governing explosive manufacturing units. Simultaneously, the Union Ministry of Commerce and Industry is expected to introduce significant legal changes, including the establishment of a standard operating procedure (SOP) specifically designed to strengthen safety measures within the explosives manufacturing sector.
Bawankule further detailed that a district-wide safety audit of all explosives units, regardless of their size, will be conducted. This comprehensive probe will be carried out by the divisional commissioner's office, with the final report to be submitted to the Union Minister for Commerce and Industry.
Specific Concerns and Verification Measures
The investigation will address specific safety violations, such as overcrowding in work sections. "For example, it would also be seen if 1,200 workers were cramped in a section where only 750 people are allowed," Bawankule noted, highlighting potential gross negligence.
In addition to the safety audits, the district collector and superintendent of police have been tasked with verifying whether workers were assigned tasks according to their declared skill levels. Referring to the recent SBL Energy blast, Bawankule revealed that several unskilled workers were reportedly employed at the facility, raising serious questions about hiring practices and on-site supervision.
Central Ministry Involvement and Future Actions
Union Minister Piyush Goyal, under whose ministry PESO operates, was apprised of the tragic accident. Goyal took serious note of the incident and has demanded a comprehensive report detailing all previous accidents at such facilities. This coordinated response between state and central authorities underscores the gravity of the situation and a shared commitment to preventing future tragedies.
The Maharashtra government's probe represents a critical step toward accountability and systemic reform in an industry where safety failures have had deadly consequences. The findings are anticipated to lead to stricter enforcement, revised protocols, and potentially landmark legal actions against both corporate entities and regulatory officials found negligent.
