Phase 3 Electoral Revision Starts in Four States

Enumeration for Phase 3 of the special intensive revision (SIR) of electoral rolls has commenced in Odisha, Mizoram, Sikkim, and Manipur. This phase is part of a larger exercise that will eventually cover over 37.7 crore electors across 16 states and union territories under different schedules. The enumeration process aims to verify the eligibility of approximately 3.7 crore electors in these four states based on three key criteria outlined in Article 326 of the Constitution: being a citizen of India, being at least 18 years of age, and not being disqualified under any law.

Current Elector Numbers

As of May 14, 2026, the number of electors stood at 3.3 crore in Odisha, 20.9 lakh in Manipur, 8.7 lakh in Mizoram, and 4.7 lakh in Sikkim. Manipur is scheduled for assembly elections early next year, along with Goa, Uttar Pradesh, Uttarakhand, and Punjab.

Enumeration Timeline

The enumeration phase in Odisha, Mizoram, Sikkim, and Manipur began on Saturday and will continue until June 28. According to an order issued by the Election Commission (EC) on May 14, eligible electors whose enumeration forms are received by electoral registration officers by June 28 will be included in the draft poll rolls to be published on July 5. Following this, a month-long window for filing claims and objections will be open until August 4. These claims and objections must be settled by September 2 at the latest, after which the final poll rolls for the four states will be published on September 6.

EC Appeal to Electors

“All eligible electors are requested to participate in the SIR process and cooperate with poll officials during the house-to-house visits,” the EC stated on Sunday.

Supreme Court Ruling

Phase 3 of the SIR exercise follows the Supreme Court’s ruling that upheld the SIR process and all related procedures. In its order issued last week, the Supreme Court validated the EC’s mandate to examine the citizenship of a person for the limited purpose of inclusion in electoral rolls.

This revision exercise is crucial for ensuring accurate and updated electoral rolls, thereby strengthening the democratic process in the country.
