Manipur Valley Groups Push for NRC Ahead of 2027 Census
Fourteen valley-based organisations in Manipur have submitted a memorandum to Governor Ajay Kumar Bhalla demanding the implementation of a National Register of Citizens (NRC) before the 2027 Census. The groups argue that an NRC is essential to identify and deport illegal migrants residing in the state.

In the memorandum, the organisations stated that an NRC is a must to identify 'illegal migrants' who pose a threat to the demographic balance and security of Manipur. They emphasised that the Census scheduled for 2027 should only proceed after the NRC is completed to ensure accurate data on the state's population.
Concerns Over Demographic Change
The valley-based groups have long expressed concerns about the influx of illegal migrants, which they claim is altering the ethnic composition of Manipur. They believe that a proper NRC will help protect the rights of indigenous communities and prevent further encroachment on land and resources.
Governor's Response
Governor Ajay Kumar Bhalla assured the delegation that their concerns would be taken seriously and forwarded to the appropriate authorities. The state government has not yet officially commented on the demand, but the issue is expected to be discussed in upcoming legislative sessions.
Political Implications
The demand for an NRC has significant political implications in Manipur, where ethnic tensions between valley and hill communities have been a longstanding issue. The Kuki and Naga groups in the hills have opposed the NRC, fearing it could lead to the exclusion of many legitimate residents. The valley groups, predominantly Meitei, argue that the NRC is necessary to safeguard their identity and interests.
