The Andhra Pradesh government has taken stringent action against doctors who have been absent from their duties for extended periods at government hospitals. On Wednesday, the state government dismissed 43 Civil Assistant Surgeons (CAS) for unauthorized prolonged absence from service.
Health Minister's Statement
Health Minister Y Satya Kumar Yadav stated that these doctors had been away from their duties for up to four years. Despite being served show-cause notices and charge memos as per service rules, they failed to respond, leading to the government's decision to permanently remove them from service.
Previous Dismissals and Current Proceedings
This action follows the earlier dismissal of 51 doctors working in teaching hospitals under the Directorate of Medical Education (DME) for similar violations. The current proceedings involve doctors under the Directorate of Secondary Health Services (DSH), including specialists in general medicine, orthopedics, and gynecology.
Officials revealed that 118 permanent government doctors were found to be unauthorizedly absent from duty. Under government rules, employees can be removed from service if they remain absent for more than one year without permission.
Resignations and Inquiries
Apart from the 43 doctors facing dismissal, another 34 doctors submitted their resignations after receiving notices and charge memos. Of these, the government is likely to accept the resignations of 15 doctors. The remaining 19 resigned after disciplinary proceedings had already commenced.
Director of Secondary Health Services Chakradhar Babu said that 11 inquiry officers have been appointed district-wise to examine the cases of the 19 doctors who resigned after charges were framed. Further action will be taken based on their findings under the Andhra Pradesh Civil Services (CCA) Rules, 1991.
Explanations and Rejoining
Meanwhile, another 19 doctors have submitted explanations citing personal reasons for their prolonged absence. Their claims will be verified through departmental inquiries. Nine Civil Assistant Surgeons have rejoined duty following the issuance of show-cause notices, while requests submitted by 13 other doctors are under government consideration.
