Panaji: A Mapusa court on Tuesday imposed a fine of Rs 10,000 on Pankaj Gandhi, the manager of Raeeth Club in Vagator, for playing music exceeding the permissible noise limit. Gandhi pleaded guilty to the offense.
Noise Violation Details
The sound level recorded by the Real Time Sound Level Meter was 76.9 dB, which is above the allowed threshold. He was convicted under Section 15 of the Environment Protection Act, 1986.
Guilty Plea and Court Proceedings
Gandhi filed an application pleading guilty and expressed his willingness to comply with the court's directives. The court explained the consequences of his plea and allowed him time to reflect. Accompanied by his advocate, Gandhi affirmed that he understood the implications and stated that his plea was clear, voluntary, unequivocal, well-informed, and made under legal advice. He declined additional reflection time and insisted on pleading guilty, adding that he was prepared to pay the entire fine amount.
The court accepted his guilty plea and ordered the fine to be forfeited to the state government.
