Background of the NICE-BMIC Agreement

The NICE-BMIC framework agreement governs the development of a 111-kilometer expressway connecting Bangalore and Mysore, along with associated infrastructure projects. The agreement has been a subject of contention, with disputes over land acquisition, toll rates, and project delays. The previous cabinet panel was constituted in 2024 but failed to submit a final report.

The new panel is chaired by the Minister for Major and Medium Industries, and includes the Ministers for Revenue, Law and Parliamentary Affairs, and Public Works. The committee has been tasked with examining all aspects of the agreement, including legal, financial, and implementation issues.

According to a government spokesperson, the reconstitution aims to bring a fresh perspective and resolve long-standing issues. “The committee will evaluate the agreement to ensure it aligns with public interest and state development goals,” the spokesperson said.

The order notably omits any deadline for the committee’s report, suggesting the government is prioritizing thoroughness over speed. This has drawn criticism from opposition parties, who accuse the government of delaying a resolution.

The review could affect ongoing and planned infrastructure projects under the BMIC, including the proposed peripheral ring road and township developments. Delays in the review may further stall these projects, impacting urban development in the region.
