MLC Exposes Massive Staff Shortage Crippling Karnataka's Urban Administration
Mangaluru: In a startling revelation during the legislative council's budget session, MLC Kishore Kumar Puttur has declared that the administrative machinery in Karnataka has completely collapsed due to severe staff shortages in urban local bodies. The government's official response to an unstarred question posed by Puttur disclosed that a staggering 53% of positions across town panchayats, municipalities, and city corporations remain vacant, severely disrupting essential public services.
Shocking Statistics Unveil Administrative Breakdown
Referring to the written government response, Puttur detailed that out of 36,134 sanctioned positions in urban local bodies, a massive 19,509 positions are currently unfilled. The breakdown reveals critical shortages across all employee groups:
- Group A: 112 out of 356 positions vacant
- Group B: 307 out of 408 positions vacant
- Group C: 5,624 out of 9,856 positions vacant
- Group D: 13,672 out of 25,514 positions vacant
"With more than half of the staff absent, the administrative machinery of the state's local bodies has completely collapsed," Puttur emphasized during the legislative session.
Public Services Paralyzed, Citizens Suffer
The MLC painted a grim picture of how this staffing crisis has paralyzed urban governance. Basic services that should be readily available to the public have become elusive, forcing ordinary citizens to run between offices for even minor daily tasks. Development activities in town panchayats, municipalities, and city corporations have come to a complete halt, with urban residents bearing the brunt of this administrative failure.
Compounding the problem, the few available staff members are burdened with additional government assignments like census operations and caste surveys, further hampering the daily functions of local bodies. Additionally, approximately 110 officers and staff from the civic service cadre are being deployed in other departments across the state, exacerbating the critical shortage in urban administration.
Urgent Call for Immediate Recruitment Drive
Puttur has urgently appealed to the government to immediately initiate comprehensive recruitment processes for all vacant positions in local bodies. "A dire situation has arisen where ordinary citizens have to run around offices for even minor daily tasks," he noted, highlighting how the staffing crisis directly impacts public welfare.
The MLC's revelation during the budget session has brought to light a systemic failure in urban governance that requires immediate attention. With development activities stalled and basic services disrupted, the call for filling these vacancies has become critical for restoring functional urban administration across Karnataka.
