Bihar's Commercial Taxes Department Sets New Record with Rs 43,324 Crore Collection
In a significant fiscal achievement, Bihar's commercial taxes department has reported a record-breaking tax collection of Rs 43,324 crore during the 2025-26 financial year. This represents a substantial increase of 4.09% compared to the Rs 41,623 crore collected in the previous fiscal year of 2024-25.
Minister Announces Outstanding Performance
State Commercial Taxes Minister Bijendra Prasad Yadav, accompanied by department secretary Sanjay Kumar Singh, announced these figures on Thursday, describing them as an "outstanding performance" by the commercial taxes department. The minister emphasized that this achievement reflects the department's efficiency and the state's growing economic strength.
"The commercial taxes department has made a record collection of taxes worth Rs 43,324 crore in 2025-26," Yadav stated. "This represents an overall increase of Rs 1,700 crore compared with the previous fiscal, reflecting a growth of 4.09%."
GST Collections Show Impressive Growth
The goods and services tax (GST) component of this collection has shown particularly strong performance:
- GST collection reached Rs 32,801 crore initially, representing an 11.7% increase over 2024-25
- After a central government deduction of Rs 724 crore to address integrated GST (IGST) balance shortfalls, the net GST collection stood at Rs 32,077 crore
- Despite this adjustment, Bihar achieved a 9.20% growth in GST collection, significantly outpacing the national average of 6%
- The state now ranks fourth in the country for GST collection performance
Breakdown of Tax Collections
The record collection comprises multiple tax categories:
- GST Collections: Rs 32,077 crore (net after adjustments)
- Non-GST Collections: Rs 11,247 crore total, including:
- Value added tax (VAT) on petrol: Rs 10,037 crore
- Electricity duty: Rs 983 crore
- Professional tax: Rs 226 crore
Additional Departmental Achievements
Beyond the commercial taxes department, the registration department also exceeded expectations:
- Achieved 101% of its revenue collection target
- Exceeded 2024-25 collection figures by 9.8%
Context and Future Projections
Minister Yadav noted several important contextual factors:
"These 2025-26 tax collections are provisional figures," he explained. "The amount could increase further once detailed professional tax figures are finalized, as they are typically received later."
Remarkably, this record collection was achieved despite a reduction in GST slabs on many consumer items implemented in September of the previous year. Yadav highlighted that Bihar's growth rate of 10.60% over 2024-25 is second only to Karnataka among Indian states.
The commercial taxes department collects four main categories of taxes: BST, VAT on petrol and diesel, electricity duty, and professional tax. This diversified revenue stream has contributed to the state's financial resilience and growth.
