The first phase of this crucial session will span three days, from February 16 to 18, after which the House will take a break. Session Details and Opening Proceedings
Assembly Speaker Kuldeep Singh Pathania provided comprehensive details about the upcoming session on Tuesday. The session will officially open on February 16 at 2 PM with the traditional governor's address, as this constitutes the first sitting of the new calendar year for the assembly. Following the governor's address, the House will proceed with obituary references to honor departed members and dignitaries, after which legislative business will be taken up.
The assembly is scheduled to meet on February 16, 17, and 18 during this initial phase. In preparation for the session, the official assembly portal has been activated, allowing Members of the Legislative Assembly (MLAs) to submit questions, notices, and other parliamentary documents electronically. This digital initiative aims to streamline the legislative process and enhance efficiency.
Budget Finalization and Second Phase Announcement
Speaker Pathania highlighted a critical factor affecting the session's timeline: the recent discontinuation of the revenue deficit grant (RDF) by the central government. This financial adjustment has compelled the Himachal Pradesh state government to undertake a comprehensive reworking of the budget for the fiscal year 2026–27. Consequently, this budgetary revision may require additional time for completion.
As a result, information regarding the precise dates and duration of the second phase of the budget session will be shared only after the state government finalizes the budget presentation. This delay underscores the complex interplay between central funding decisions and state-level fiscal planning.
Security Preparations and Administrative Review
In anticipation of the session, Speaker Kuldeep Singh Pathania chaired a high-level meeting on Tuesday to review all preparatory arrangements. The meeting was attended by senior state government officers, including Director General of Police (DGP) Ashok Tiwari. DGP Tiwari confirmed that approximately 500 police personnel will be deployed to ensure tight security around the assembly premises and throughout the session.
