Nagpur Municipal Committee Clash Over 'Majority' Remark

Nagpur Municipal Committee Meeting Erupts in Political Confrontation

The Nagpur Municipal Corporation (NMC) standing committee meeting on Monday turned into a heated political battleground following controversial remarks by the committee chairperson. First-time BJP corporator Shivani Dani Wakhare, who chairs the standing committee, reportedly justified the hurried approval of multiple agenda items by stating, "We are in majority," a comment that immediately triggered strong protests from opposition members.

Congress Corporators Decry 'Arbitrary and Undemocratic' Functioning

Four Congress corporators serving on the standing committee—Abhijeet Jha, Abhishek Shambarkar, and Wasim Khan—vociferously objected to what they termed as arbitrary and undemocratic functioning of the panel. The meeting, which was expected to deliberate on several crucial proposals, instead ended in uproar as opposition members accused the ruling BJP of pushing through all agenda items without permitting proper discussion or scrutiny.

"The remark clearly indicates that dissenting voices will not be heard despite this being the main financial scrutiny body of the civic administration," stated Congress corporators collectively. They emphasized that the standing committee holds significant responsibility for overseeing municipal finances and expenditures.

Opposition Members Assert Their Right to Question

Jha and Khan specifically objected to the conduct of the meeting, stressing their accountability to voters and their duty to question proposals involving public funds. "No one can keep our voice down. We are answerable to the citizens who elected us. As standing committee members, we have every right to raise objections, seek clarifications, and question the administration over any proposal," Jha asserted following the contentious session.

Opposition members alleged that several expenditure-related proposals were cleared within minutes without any substantive discussion. These included items related to:

  • Machinery hiring for municipal operations
  • Various development works across the city
  • Administrative approvals for ongoing projects

Congress representatives argued that the BJP's majority was being utilized to avoid legitimate questions rather than ensuring transparency in municipal governance.

Key Proposals Approved Amidst Protests

Despite the vocal protests and objections, the standing committee proceeded to clear all major proposals presented during the meeting. Significant approvals included:

  1. Construction of a box cell bridge near Techops City at Gargoti in Gajanan Nagar, where the lowest bidder quoted 26.57% below the estimated project cost
  2. A Rs 2.18 crore proposal for the annual purchase of mosquito-control insecticides across all ten municipal zones
  3. Post-facto approval of Rs 94.31 lakh spent on hiring JCB machines and tipper trucks during the previous monsoon season for a 45-day period
  4. A Rs 41.70 lakh proposal related to hot-mix plant machinery for road recarpeting work
  5. A Rs 28.43 lakh development work proposal in slum areas under prabhag 6
  6. Extension of contracts for GIS experts and assistants for another three months at a cost of Rs 18.69 lakh

Jha specifically sought an explanation from the workshop department regarding the high cost of hiring vehicles, but in the meeting that lasted only minutes, chairperson Dani Wakhare did not permit detailed questioning on this matter.

Chairperson Defends Conduct, Congress Raises Development Concerns

Responding to the allegations, Dani Wakhare maintained that she thoroughly studies every proposal when files reach her office and emphasized that Congress corporators should maintain decorum during meetings. "I respect them and give them an opportunity to present their views, but if they continue to disrupt the proceedings, the meeting cannot function properly," she stated.

Congress corporators also highlighted broader concerns about municipal development, pointing out that the civic body has already expended nearly Rs 18 crore on preparing development plans with little visible progress to show for the substantial investment.

The political confrontation underscores ongoing tensions in Nagpur's municipal governance, with opposition members vowing to continue challenging what they perceive as procedural overreach by the ruling party in financial matters affecting the city's residents.
