The expansion of the international terminal (T2) at Thiruvananthapuram International Airport has encountered a procedural hurdle due to delays in obtaining environmental clearance from the State Environment Impact Assessment Authority (SEIAA). The airport authorities submitted their application for environmental clearance in November of the previous year. However, the proposal was only forwarded to the State Environment Impact Assessment Committee (SEIAC) for scrutiny on May 8, following the completion of verification procedures. After SEIAC completes its review, the file will be returned to SEIAA for a final decision. Additionally, sources indicate that the newly formed government may reconstitute the SEIAA members, which could further delay the process.

This setback has postponed the anticipated start of construction for the T2 redevelopment, which was originally expected to commence in April 2025. A source close to the airport stated that the uncertainty surrounding the clearance has impacted the project timeline for several key components. The source explained that environmental clearance is mandatory before any major construction activity can begin. Since the file has only now reached the appraisal committee stage, further delays are possible depending on the observations raised during scrutiny. The airport operator is eager to begin work, as the expansion is critical for accommodating future passenger growth.

SEIAA officials noted that the process involves multiple stages of technical examination before final approval can be granted. A senior official elaborated that the proposal must undergo a detailed appraisal by SEIAC, which includes an examination of the environmental impact, compliance measures, and supporting documents. After the committee submits its recommendations, SEIAA will make the final decision. The environmental clearance proceedings faced setbacks last year when the tenure of the previous SEIAA committee expired in March. According to standard procedure, all pending environmental clearance applications are transferred to the Union Ministry of Environment, Forest and Climate Change until a new state-level committee is constituted.

The redevelopment plan includes the modernization of both Terminal 1 and Terminal 2, along with the construction of multi-level car parking, retail and food courts, office spaces, new air traffic control facilities, and hospitality infrastructure. The airport, operated by Adani Airport Holdings Ltd under a long-term concession agreement with the Airports Authority of India, has experienced a sharp increase in passenger traffic in recent years, underscoring the urgent need for infrastructure augmentation. The redevelopment has also gained significance due to growing integration plans between the airport and the Vizhinjam International Seaport, and it is expected to boost tourism, cargo movement, and international connectivity in the state capital region.
