Cuncolim Municipality Unanimously Opposes New Fish Meal Plant Over Pollution Fears

In a decisive move, all 14 councillors of the Cuncolim municipality in Goa have unanimously voiced their opposition to a new fish meal plant project proposed at the Cuncolim industrial estate. The project, spearheaded by Goan Marine Impex Pvt Ltd, has sparked significant concerns over potential environmental pollution and public health risks.

Council Meeting Leads to Legal Challenge

During a meeting held on Wednesday, the council resolved to take legal action against the consent granted by the Goa State Pollution Control Board (GSPCB) for the establishment of the plant. The councillors expressed frustration with the existing pollution levels and fear that adding another plant would exacerbate the situation.

One councillor, speaking to presspersons after the meeting, emphasized the gravity of the issue, stating, "The existing fishmeal plant is so polluting, and if another one is set up, then Cuncolkars will have to leave the village." The councillor issued a stark warning, threatening civil disobedience if the project proceeds: "If the plant is permitted to start, we Cuncolkars will take to the streets and block NH66, and will not allow a single vehicle to move."

Political Opposition and Ultimatum

Adding to the pressure, Leader of the Opposition and Cuncolim MLA Yuri Alemao presented the government with a 10-day ultimatum on Tuesday. He demanded the cancellation of the consent to establish and operate granted by the GSPCB to the new fish meal unit. Alemao warned of a mass agitation and held the government responsible for any potential law and order issues that might arise from the situation.

Alemao did not mince words in his criticism, labeling the state government's approval as a case of "corruption" and even alleging cronyism. He highlighted critical health concerns, pointing out that fish meal plants often lack proper effluent treatment and odour control systems, which could lead to severe environmental degradation and public health hazards.

Key Concerns Raised by Opponents

  • Environmental Pollution: The existing fish meal plant is already cited as highly polluting, raising fears that a new facility would worsen air and water quality.
  • Public Health Risks: Without adequate effluent treatment and odour control, the plant could pose significant health threats to local residents.
  • Legal and Social Unrest: The council's plan to challenge the consent in high court and threats of protests indicate potential legal battles and social disruption.
  • Political Accountability: Allegations of corruption and cronyism have been leveled against the government, adding a political dimension to the environmental issue.

The unanimous opposition from Cuncolim's councillors, backed by political leaders, underscores a growing community stand against industrial projects perceived as harmful. As the 10-day ultimatum looms, the situation remains tense, with residents prepared to escalate their protests if their demands are not met, potentially leading to significant disruptions in the region.
