Goa Budget 2024 Unveils Major Climate and Green Energy Initiatives

In a significant move to combat environmental challenges, Goa Chief Minister Pramod Sawant has announced a comprehensive set of measures in the state budget, focusing on climate resilience and sustainable development. The budget includes a dedicated climate change fund and various green energy projects aimed at transforming Goa into a model of eco-friendly governance.

Climate Change Fund and Rural Focus

A key highlight is the allocation of Rs 10 crore for a climate change fund, specifically designed to address issues arising from climate change in rural areas. This fund will support initiatives that mitigate the impacts of global warming on vulnerable communities, ensuring that Goa's villages are better equipped to handle environmental disruptions.

Additionally, the government has earmarked Rs 70 lakh to establish a climate change cell, which will spearhead efforts towards climate-resilient development. This cell will coordinate activities under the broader umbrella of the Climate and Disaster Resilient Greener Goa project, which involves a massive investment of Rs 1,650 crore. The funding for this project will be shared in a 70:30 ratio between the central and state governments, with a Special Purpose Vehicle (SPV) being created to ensure efficient implementation.

Innovative Environmental Monitoring and Waste Management

To enhance environmental surveillance, the budget provides Rs 2 crore for setting up renewable energy-fuelled cameras in remote and off-grid areas. These cameras will monitor littering and other illegal activities, helping to maintain cleanliness in hard-to-reach locations.

Complementing this, the government will appoint waste management inspectors in designated areas. These inspectors will be provided with incentives to enforce compliance with cleanliness norms, ensuring that waste disposal practices are adhered to strictly. This dual approach of technology and human oversight aims to significantly improve Goa's waste management systems.

Biodiversity and Wetland Conservation

In a bid to protect natural ecosystems, the budget includes Rs 1 crore for the management of notified wetlands, ensuring that water bodies are preserved and maintained effectively. Furthermore, Rs 1 crore has been allocated to support biodiversity management committees, and the Goa State Biodiversity Board will receive an additional Rs 1 crore for the conservation of salt pans. These measures underscore the government's commitment to safeguarding Goa's rich biodiversity.

Green Energy and Sustainable Development

The green energy sector receives a substantial boost with the announcement of Vigyan for Energy Development and Advancement (VEDA), a program aimed at encouraging youth to enter the renewable energy sector. A provision of Rs 2 crore has been made for this initiative, which is expected to foster innovation and job creation in clean energy.

Moreover, a green cooking program will be implemented in schools, anganwadis, and tribal homes, with a budget of Rs 10 crore. This program aims to promote the use of clean cooking fuels, reducing indoor air pollution and enhancing health outcomes in these settings.

To further promote solar energy, panchayats across the state will be provided with batteries to store 2.2MW of solar power. This initiative is part of a broader effort to decentralize energy production and encourage the adoption of renewable sources at the grassroots level.

Packaging and Industrial Sustainability

In line with global sustainability trends, the government will encourage 100% compostable and biodegradable packaging across all industrial sectors. This move is expected to reduce plastic waste and promote a circular economy, aligning with Goa's vision for a greener future.
