Kerala's Graphene Innovation Centre to Begin Operations Within One Month

Kochi: The Rs 87 crore Graphene Innovation Centre located in Kalamassery is currently in its final stages of construction and is scheduled to commence operations within the next month, as announced by Industries Minister P Rajeeve on Saturday. This significant development marks a major step forward in Kerala's efforts to establish itself as a leader in advanced material technology.

New Graphene Policy Offers Substantial Incentives

Addressing reporters in Kochi, Minister Rajeeve detailed the newly approved graphene policy of the government, which provides major incentives designed to attract graphene-based industries to the state. The policy includes subsidised land, capital support, and duty exemptions to encourage investment and innovation in this cutting-edge field.

Under this policy, companies that establish graphene-related units in government industrial parks, including those managed by KINFRA or the Kerala State Industrial Development Corporation, will benefit from a 50% reduction in land lease charges. The remaining amount can be paid in five convenient instalments, easing financial burdens for startups and established firms alike.

Additionally, the government will offer capital expenditure support of up to 45%, along with exemptions from stamp duty, registration fees, and power duty. These measures are aimed at creating a favourable business environment and accelerating the growth of graphene applications across various modern industries.

Flagship Projects to Boost Graphene Ecosystem

Beyond the Kalamassery centre, two other flagship projects are set to be constructed by the government as part of this initiative. These include the Graphene Aurora Project in Palakkad, which is being implemented by Digital University Kerala with joint funding from the Ministry of Electronics and Information Technology, the state government, and industry partners. This project aims to foster research and development in graphene technologies.

Furthermore, a dedicated Graphene Park will be developed on land provided by KINFRA, offering a specialised hub for graphene manufacturing and innovation. Minister Rajeeve emphasised that graphene, often referred to as a 'wonder material', holds immense potential for transforming industries such as electronics, healthcare, and energy. The initiative seeks to position Kerala as a global hub for advanced graphene production and applications, driving economic growth and technological advancement.

Separate Announcement on Advocates Welfare Fund Amendments

In a separate announcement, Minister Rajeeve revealed that the cabinet has decided to introduce extensive amendments to the Kerala Advocates Welfare Fund Act, 1980, based on proposals outlined in the Budget Speech 2026–27. These amendments include significant enhancements to benefits for advocates, reflecting the government's commitment to supporting legal professionals.

The retirement and death benefits for advocates will be doubled from Rs 10 lakh to Rs 20 lakh, providing greater financial security for their families. Additionally, medical assistance for terminal illnesses and major surgeries will be increased from Rs one lakh to Rs two lakh, ensuring better healthcare support during critical times.

The proposed bill also incorporates provisions for a new medical insurance scheme that will cover welfare fund members and their families, further strengthening the safety net for the legal community. These changes are expected to improve the well-being and stability of advocates across Kerala, aligning with broader social welfare goals.
