More than 14 state universities have been operating without vice-chancellors for extended periods, according to Balagurusamy. These institutions also lack regular registrars, creating a complete leadership void.
The former VC explained how this vacuum has paralyzed decision-making processes. It has weakened accountability mechanisms and eroded institutional credibility across Tamil Nadu's higher education system.
Multiple Challenges Plague Institutions
Balagurusamy highlighted several critical issues facing state universities:

- Systemic neglect affecting student welfare
He emphasized that students from disadvantaged backgrounds suffer most from these problems. These students rely heavily on public universities for upward mobility and better opportunities.
Governor-State Government Tussle Creates Deadlock
The leadership crisis stems from an ongoing disagreement between Governor R N Ravi and the state government. The conflict centers on including the University Grants Commission's nominee in vice-chancellor search committees.
This deadlock has left 14 of Tamil Nadu's 22 state universities without permanent vice-chancellors. The vacancies have persisted for periods ranging from one year to three years, creating institutional instability.
Warning About Long-Term Consequences
Balagurusamy issued a stark warning about continued inaction. He stated that prolonged neglect could cause long-term, possibly irreversible damage to Tamil Nadu's intellectual and human capital.
"Your timely intervention can still restore confidence, revive universities, and safeguard the future of Tamil Nadu's youth," he told Chief Minister Stalin. The former academic leader believes immediate action could reverse the current downward trajectory.

The former vice-chancellor stressed that students are the primary victims of this systemic neglect. Without functional leadership and adequate resources, educational quality suffers dramatically.
