Jamia Millia Islamia in New Delhi is preparing to roll out a comprehensive barcode-based vehicle entry system across its campus. This new initiative will make parking stickers with embedded barcodes compulsory for all students and staff members who bring vehicles onto university grounds.
Strengthening Security with Technology
The university administration has issued clear orders to install barcode scanners at every vehicle entry gate. This strategic move aims to significantly bolster campus security by effectively restricting unauthorized vehicle access. Under the forthcoming system, security personnel will verify these barcode-enabled parking stickers before allowing any vehicle to enter the campus premises.
Vehicles found without valid stickers will face immediate consequences. They will not be permitted entry and will be promptly removed from the campus. The university has established a dedicated committee to oversee the implementation of these new provisions.
Specific Regulations for Different Groups
The policy introduces distinct rules for various campus residents. Jamia employees living in staff quarters will receive colour-coded parking stickers. Their vehicle movement will be strictly limited to academic blocks and residential quarters only.
Faculty members and staff, including their dependents in staff quarters, face specific limitations. They will be allowed to keep a maximum of two vehicles on campus at any given time. For dependents seeking parking stickers, the university will conduct thorough verification using the family dependency record before issuing any permits.
Strict Enforcement of Traffic Rules
The university has outlined clear prohibitions against several traffic violations. Triple riding, rash driving, speeding, and incorrect parking are all strictly forbidden. Violations may result in financial penalties or disciplinary action against the offender.
Noise Control Measures
As part of this comprehensive vehicle policy, Jamia Millia Islamia has implemented specific noise-related restrictions. Motorcycles producing sound levels exceeding 80 dB(A) will be denied entry to the campus. This restriction particularly affects Bullet bikes and motorcycles equipped with straight pipes that generate extreme noise levels.
To ensure proper enforcement of these noise limits, the administration has directed the installation of decibel meters at all entry points. Additionally, any motorcycles violating Rule 120 of the Central Motor Vehicles Rules, 1989, which prescribes permissible noise limits, will be removed from campus premises.
Student Vehicle Regulations
The policy establishes different rules for student vehicles. For most students, eligibility for parking stickers will be limited to two-wheelers only. Four-wheeler stickers will generally not be permitted for regular students.
However, the university has created an exception for specific student groups. Those enrolled in evening courses designed for working professionals may apply for four-wheeler parking stickers. These permits will come with an annual fee of six thousand rupees.
Implementation and Validity
All parking stickers issued by Jamia Millia Islamia will maintain validity for exactly one year from their date of issue. After this period, sticker renewal will be necessary for continued campus access.
The university has directed its security centre to handle several crucial implementation tasks. These include working out the technical modalities for embedding barcodes on parking stickers, procuring necessary barcode scanners, and acquiring sound-level monitoring equipment for effective policy enforcement.
While the university has not specified an exact deadline for the complete rollout of this new system, preparations are actively underway. The administration remains committed to implementing these security enhancements across the campus in the coming months.
