Haryana Government Notifies Comprehensive Transfer Policy for District Cadre Teachers

The Haryana government has officially notified a new Cadre Change Policy for District Cadre Teachers, establishing a structured, merit-based framework that allows eligible educators to voluntarily change their district assignments. The policy, published in the Extraordinary Haryana Government Gazette and signed by Additional Chief Secretary Vineet Garg of the School Education Department, replaces the previous guidelines issued in 2018.

Policy Objectives and Scope

According to senior officials, the primary objective of this new policy is to provide district cadre teachers with a voluntary mechanism to change their district assignments, thereby improving job satisfaction and addressing genuine personal hardships while simultaneously protecting students' academic interests. The policy applies exclusively to teachers working on a regular basis in the Department of School Education (Elementary), Haryana.

Eligible categories include:

  • Primary Teachers (PRT)
  • Junior Basic Teachers (JBT)
  • Head Teachers (HT)
  • Classical & Vernacular (C&V) Teachers belonging to the district cadre

The policy explicitly excludes guest teachers as defined under the Haryana Guest Teachers Service Act, 2019, though their positions may contribute to vacancy calculations.

Key Definitions and Administrative Framework

The policy clearly defines critical terms, with "change of cadre" referring specifically to the movement of a teacher from one district to another against a vacancy in the same category. The Administrative Secretary of the School Education Department has been designated as the competent authority for implementation, interpretation, and relaxation of policy provisions.

Notably, the concept of 'immediate family' has been linked to the Parivar Pehchan Number under the Haryana Parivar Pehchan Act, 2021, ensuring administrative clarity and consistency across government systems.

Special Provisions and Exclusions

The policy introduces specific exclusions, particularly for teachers recruited against the Mewat cadre, who will not be permitted to transfer out of Nuh district. However, teachers not specifically recruited under the Mewat cadre but currently serving in Nuh remain eligible for transfers. Importantly, the policy clarifies that teachers working in Nuh district will not receive any additional incentive under this cadre change framework.

Vacancy Determination and Merit-Based Allocation

Vacancies in districts will be determined through two categories: actual vacancies and deemed vacancies. Actual vacancies arise from the difference between rationalized post requirements and current regular teacher postings, while deemed vacancies include positions vacated by participating teachers and those occupied by guest, contractual, ad hoc, or part-time teachers.

District allotment will follow a strictly merit-based system using a composite score calculation. Age serves as the primary factor, calculated with precision up to four decimal points based on the difference between the qualifying date and the teacher's date of birth.

Bonus Points System and Special Considerations

Teachers can earn up to 20 additional points under special factors, including provisions for:

  1. Unmarried female teachers above 40 years of age
  2. Widows, divorced, or judicially separated teachers
  3. Spouses of serving military or paramilitary personnel
  4. Those suffering from or caring for family members with debilitating disorders
  5. Teachers with differently abled children
  6. Teachers with disabilities as defined under the Rights of Persons with Disabilities Act, 2016
  7. Eligible couple cases where both spouses are government employees

Negative marking of -10 points applies to teachers undergoing major disciplinary punishment under the Haryana Civil Services (Punishment & Appeal) Rules, 2016.

Certain categories receive automatic merit points of 80, including teachers due to retire within 12 months, those undergoing cancer treatment or dialysis, those with over 70% disability, and widows with youngest children up to 10 years old.

Implementation Procedure and Grievance Mechanism

Participation in the cadre change drive is entirely voluntary, requiring teachers to record consent on the online Management Information System (MIS) portal. Female teachers receive preference in the allocation process, with the department publishing detailed schedules, merit point calculations, and tentative vacancy positions.

District allocation follows a defined order: female and protected categories first (category-wise), followed by male teachers category-wise, and then female and protected categories irrespective of category. Tie-breaking criteria include age, gender, and alphabetical order.

After cadre change, teachers will be placed at the end of the seniority list in their new district, with their lien in the previous district ceasing. Teachers aggrieved by the process may file grievances within five days of order issuance on the Sugam Sampark Portal, with disposal mandated within three days by a specially constituted committee.

Policy Flexibility and Transition Provisions

The policy empowers the administrative secretary, with prior approval from the chief minister, to relax any provision in exceptional circumstances, provided reasons are properly recorded. Any ambiguity in interpretation will be clarified through binding, reasoned orders.

All previous cadre change instructions issued in 2018 stand repealed, though pending cases under the old policy will continue to be decided according to the 2018 provisions. This comprehensive framework represents the Haryana government's effort to balance administrative efficiency, teacher welfare, and educational continuity across districts through transparent and humane policy implementation.
