NCERT Issues Unconditional Apology and Withdraws Controversial Textbook Chapter

The National Council of Educational Research and Training (NCERT) has issued an unconditional and unqualified apology regarding Chapter IV of its recently released social science textbook for Grade 8, titled Exploring Society: India and Beyond (Part II). The chapter in question, The Role of Judiciary in Our Society, faced significant criticism for its handling of sensitive topics including judicial corruption and case backlogs, leading to swift action from educational authorities.

Swift Withdrawal Following Court Intervention

NCERT confirmed that the entire textbook has been completely withdrawn from distribution and is no longer available in any format. This decisive move came just one day ahead of a scheduled court hearing on March 11 in a suo motu case concerning the controversial content. The court had previously ordered on February 26 the immediate seizure of all physical copies and removal of digital versions containing references to corruption in the judiciary.

The court first took suo motu cognisance on February 25, following the textbook's release on February 23. Remarkably, only 32 copies were sold before the withdrawal was implemented on February 24. NCERT has stated that the problematic chapter will be completely rewritten in consultation with appropriate authorities to ensure both accuracy and sensitivity in its educational content.

Content Concerns and Educational Impact

The notice served to NCERT's director and the school education department secretary highlighted several critical issues with the textbook content:

  • Excessive emphasis on complaints against judges and judicial inaction
  • Inadequate focus on the judiciary's positive contributions to upholding constitutional morality
  • Failure to properly address the basic structure doctrine, legal aid, and access to justice

Authorities expressed concern that the publication could be interpreted as a calculated move to undermine the institutional authority and demean the dignity of the judiciary. While acknowledging the right to constructive criticism, officials emphasized that biased criticism could have serious consequences for public perception of judicial institutions.

Nationwide Withdrawal and Distribution Ban

NCERT, in coordination with both Union and state education departments, has ensured the complete withdrawal of all textbook copies from circulation in both physical and digital formats. The production and distribution of the textbook are now officially banned, with the court warning of potential contempt consequences for any violations.

In its official communication, NCERT expressed regret for any inconvenience caused and thanked all stakeholders for their understanding. The council emphasized its commitment to maintaining the highest standards of accuracy, sensitivity, and responsibility in educational content. A revised version of the chapter will only be released after thorough consultation with appropriate authorities and strict adherence to established educational standards.

The council's statement concluded with a reaffirmation of its dedication to educational excellence: NCERT remains committed to maintaining the highest standards of accuracy, sensitivity, and responsibility in educational content. This incident highlights the delicate balance required when addressing complex institutional topics in educational materials for young students.
