Rajasthan Government Allocates Rs 1,000 Crore for School Infrastructure Overhaul

In a significant move to enhance educational infrastructure, Rajasthan Finance Minister Diya Kumari presented the state budget on Wednesday, announcing substantial allocations for school buildings and innovative technological initiatives. The budget earmarks a total of Rs 1,000 crore specifically for the renovation and construction of government schools, addressing long-standing concerns about dilapidated structures.

Major Financial Allocations for School Buildings

Finance Minister Diya Kumari detailed two primary components of the school infrastructure plan. Rs 550 crore has been allocated for the repair and maintenance of 2,500 existing government school buildings over the coming year. Additionally, Rs 450 crore will fund the construction of buildings for 300 schools that currently operate without proper facilities.

"Providing children with safe school buildings is our top priority," Kumari stated during her budget presentation. "The previous government's lack of adequate attention to this critical issue led to unfortunate incidents that compromised student safety."

Background: Statewide Survey Reveals Alarming Conditions

The budget allocations follow a comprehensive statewide survey conducted in August last year, which identified 3,768 school buildings as dilapidated. Of these, 2,558 were officially declared unsafe, as cited by Education Minister Madan Dilawar in the Assembly on January 30.

"This budget is balanced and beneficial for all sections of society," Dilawar commented. "It includes a provision of Rs 1,000 crore for school renovation and construction. Furthermore, 400 schools across the state will be upgraded to CM RISE schools in a phased manner, with Rs 1,000 crore also allocated specifically for this purpose."

Technological Innovation: Facial Recognition System for Attendance

In a forward-looking initiative, the budget announced the establishment of a Facial Recognition System (FRS) based on biometric attendance registration of students. This system aims to ensure that students studying in government schools and children registered at anganwadi centres receive all entitled benefits with complete transparency and ease.

Comprehensive Development Initiatives for Anganwadi Centres

The budget also includes extensive provisions for early childhood education and care facilities:

  • Rs 323 crore allocated for providing sports equipment and a ‘magic box’ to support holistic development and play-based education for children in the 22,746 anganwadi centres operating from schools.
  • Rs 80 crore earmarked to repair 3,800 anganwadi centres.
  • Rs 225 crore designated to upgrade 7,500 anganwadi centres into Nandghars.
  • Electricity connections will be provided to 17,095 anganwadi centres currently without power.

Additional Sanitation and Facility Improvements

Recognizing basic infrastructure needs, the budget proposes constructing toilets in all schools across the state that currently lack this essential facility. This measure aims to improve hygiene and create a more conducive learning environment for students.
