In a significant move to fortify the integrity of its examination system, the Uttar Pradesh Board of Secondary Education has mandated that all students appearing for the High School (Class 10) and Intermediate (Class 12) examinations must now write their roll number and answer book number on every single page of their answer sheets. This directive marks a major departure from previous years, where students were only required to provide these details on the final page.

A Proactive Measure Against Potential Malpractice

The decision, announced ahead of the examinations commencing on February 18, is a direct response to concerns about the potential for manipulation, replacement, or misuse of answer sheet pages during the evaluation process. By requiring identification on each page, the board aims to create an auditable trail that significantly reduces opportunities for fraud.

Additional Chief Secretary Partha Sarathi Sen Sharma has issued explicit instructions, placing the onus of compliance squarely on the examination room invigilators. It will be their personal responsibility to ensure that every candidate adheres to this new rule before submitting their answer booklet.

Comprehensive Guidelines for a Fair Examination Environment

The board's new guidelines extend far beyond answer sheet procedures, encompassing a holistic approach to exam security and discipline.

  • Pre-Exam Room Inspection: Invigilators are directed to conduct thorough inspections of examination rooms prior to the start of tests. They must ensure that no study material, posters, charts, or written instructions that could provide an unfair advantage are displayed on walls, blackboards, or any visible area.
  • Strict Anti-Cheating Stance: The board issued a stern warning against any form of cheating or undue influence. Any examinee found attempting to cheat, gain marks unfairly, or exert pressure on invigilators or examiners will face severe disciplinary action.
  • Answer Booklet Discipline: Students are instructed to write only answers to the questions posed. Writing irrelevant content may be treated as an act of indiscipline. Furthermore, students must not tear any page from the answer sheet and are prohibited from writing their name or any identifying mark inside the booklet, except on the designated cover page.

Operational Instructions for Students

To ensure smooth conduct, the board has provided detailed operational instructions for candidates:

  1. Nothing should be written in the answer booklet before the question papers are distributed, aside from filling in the cover page details.
  2. Students must use both sides of the answer sheet pages carefully to avoid paper wastage.
  3. A second answer booklet should only be requested after the first one has been completely utilized.
  4. All rough work, calculations, or notes must be confined to the designated pages within the answer sheet and should be clearly struck off afterwards.

Enhanced Security Arrangements Across the State

In view of the high-stakes examinations, the state administration has ordered extensive security measures at all examination centres, strong rooms (where answer sheets are stored), and collection centres. Following a high-level meeting chaired by Chief Secretary SP Goyal, instructions were issued for special monitoring of sensitive and highly sensitive examination centres.

This monitoring will be carried out by specialized units like the Special Task Force (STF) and the Local Intelligence Unit (LIU). Police officers have been directed to conduct regular patrols and take stringent action against individuals involved in the illegal printing, publication, or circulation of misleading content and old question papers, particularly on social media platforms.

The Uttar Pradesh Board reiterated that maintaining a fair, transparent, and cheat-free examination environment is a collective responsibility shared by officials, invigilators, and students alike. These comprehensive new rules represent a robust effort to uphold the credibility and sanctity of the state's board examination system for over 5.3 million registered students.
