India and France Set to Deepen Strategic Partnership with Key Agreements

Prime Minister Narendra Modi will host French President Emmanuel Macron for a high-level bilateral meeting in Mumbai on Tuesday, aiming to significantly enhance defence, trade, and technology cooperation between the two nations. This visit marks a pivotal moment in the Indo-French relationship, with multiple strategic initiatives on the agenda.

Defence and Security: A Cornerstone of Collaboration

Official sources indicate that nearly a dozen agreements and Memoranda of Understanding are expected to be signed following the bilateral discussions. These will span critical sectors such as defence, trade, skilling, health, and supply chains, reflecting a comprehensive approach to partnership.

In a major development, the Indian government recently approved a proposal to procure 114 Rafale fighter jets through a government-to-government framework from France. This move underscores the deepening defence ties and mutual trust. Additionally, the 6th Annual Defence Dialogue will convene in Bengaluru on Tuesday, where the renewal of the defence cooperation agreement for another decade is anticipated. Discussions are likely to emphasize enhanced cooperation involving air and maritime assets, aligning with the ambitious Defence Industrial Roadmap established in 2024.

Innovation and Cultural Commemoration Launch

In Mumbai, Prime Minister Modi and President Macron will jointly inaugurate the India-France Year of Innovation, a celebration set to run through 2026 in both countries. The event will be held at the iconic Gateway of India on Tuesday evening, symbolizing the shared commitment to fostering creativity and technological advancement. This initiative aims to bridge cultural and innovative exchanges, strengthening people-to-people connections.

Artificial Intelligence Summit and Strategic Roadmaps

President Macron's itinerary includes participation in the AI summit in Delhi on Thursday, following his co-chairing of the same summit with PM Modi in France last year. Both leaders previously emphasized a common dedication to concrete actions ensuring that the global AI sector drives social, economic, and environmental outcomes in the public interest.

They are expected to review progress on the India-France Roadmap on AI, which is rooted in a "philosophical convergence" focusing on the development of safe, open, secure, and trustworthy artificial intelligence. This roadmap was launched during Modi's visit to France last year, highlighting the ongoing collaboration in cutting-edge technology.

Regional and Global Issues on the Agenda

The leaders will also engage in discussions on pressing regional and global challenges, including the Russia-Ukraine war, the situation in Gaza, and the Indo-Pacific region. India views France as an indispensable partner in the Indo-Pacific, especially with uncertainties surrounding the Quad alliance. As a resident power in the Indian Ocean, France's partnership has become increasingly significant for India's strategic interests.

Long-Term Vision: Horizon 2047 Roadmap

According to Indian authorities, the bilateral talks will focus on strengthening cooperation across a wide spectrum of areas as outlined in the Horizon 2047 Roadmap. Adopted three years ago, this roadmap sets the course for bilateral cooperation over the next 25 years, ensuring a sustained and forward-looking partnership. The discussions will aim to build on this foundation, addressing evolving geopolitical and economic landscapes.

This visit underscores the robust and multifaceted nature of the India-France relationship, with a clear emphasis on defence modernization, technological innovation, and shared global responsibilities. The outcomes are poised to shape bilateral ties for years to come, reinforcing a partnership based on mutual trust and strategic alignment.
