Vizag's Coastal Corridor and Bhogapuram Airport Integrated into Revised VMRDA Master Plan

The Visakhapatnam Metropolitan Region Development Authority (VMRDA) has unveiled a draft of its revised master plan, which strategically incorporates the alignment of a proposed coastal corridor connecting Visakhapatnam to the upcoming Bhogapuram International Airport. This comprehensive blueprint aims to facilitate structured urban growth and prevent future planning conflicts across the VMRDA jurisdiction.

Coastal Corridor Design and Elevated Section

The plan outlines a detailed road network for the coastal corridor, proposing a 40-meter-wide road extending up to Kailasagiri, followed by a uniform 60-meter-wide road from Kailasagiri to Bhogapuram. A critical feature is a nearly one-kilometer elevated corridor planned near Rushikonda, adjacent to a prominent star hotel. This elevated section is essential to prevent the hotel from losing a substantial portion of its land and structures, reflecting a commitment to preserving the city's hospitality assets.

The decision to construct an elevated corridor was made with the city's growing tourism and hospitality interests in mind, acknowledging that star hotels are key drivers of tourism and large-scale events in Visakhapatnam. Although the coastal corridor project is likely to be undertaken by the National Highway Authority of India, its inclusion in the master plan ensures smooth execution and alignment with regional development goals.

Transforming Northern Vizag and Unlocking Potential

The proposed 45-kilometer road, predominantly running along the beachfront with a few inland kilometers, is expected to transform the northern side of Vizag, particularly in and around Bheemili and Bhogapuram. This infrastructure is poised to unlock extensive land banks in the area, promoting structured urban growth and stimulating development across multiple sectors.

With the upcoming Aviation Edu-City and approvals for several star hotels, the operationalisation of Bhogapuram Airport is anticipated to catalyze growth in tourism, recreation, hospitality, employment, and the IT sector. The coastal corridor will serve as a vital link, enhancing connectivity and supporting these economic activities.

Integration with NITI Aayog's Visakhapatnam Economic Region (VER) Vision

In sync with NITI Aayog's vision, the VMRDA has incorporated developmental measures suggested for the Visakhapatnam Economic Region (VER) into the master plan. These include:

  • Bay City, spanning from Kailasagiri to Bheemili, envisioned as a 40 sq km integrated coastal hub transforming a 25 km stretch into a vibrant, mixed-use waterfront city.
  • Vizag 2.0, extending up to Bhogapuram, planned as a modern, mixed-use, services-led metropolis covering 200–250 sq km, integrating IT hubs, Bhogapuram Aerocity, education hubs, and entertainment complexes.
  • Development of an education and skilling hub near IIM Visakhapatnam and a high-end health city near Bhogapuram.

The VER proposal, selected under NITI Aayog's national growth hub initiative, covers nine districts from Srikakulam to Konaseema, with a specific focus on Vizag. The VMRDA plan has integrated all these latest proposals, reflecting a comprehensive vision for regional development.

Transparent Planning and Public Engagement

Speaking about the draft plan, VMRDA chairman Pranav Gopal and metropolitan commissioner Tej Bharath emphasized its transparent preparation and public-centric approach. "The revised plan incorporates several developmental aspects that were not part of the earlier plan, including the VER proposal, Bhogapuram Airport, and the coastal corridor," they stated.

"The master plan has been designed to support the comprehensive development of the region, including industrial zones, tourism infrastructure, public transport, health projects, housing, education hubs, and hospitality initiatives," added Gopal and Bharath.

Revision Process and Timeline

The VMRDA had previously prepared a master plan covering nearly 4,381 sq km across Vizianagaram, Anakapalli, and Visakhapatnam districts under the previous government. However, allegations of disproportionate benefits to certain individuals prompted the present government to order a revision.

As the first step, the VMRDA issued a notification in June 2025 inviting suggestions and objections. Following responses, a second notification has been issued, with the deadline set for March 10. This iterative process ensures public participation and alignment with broader developmental goals.

The integration of the coastal corridor, Bhogapuram Airport, and VER proposals into the revised master plan underscores a forward-looking approach to urban planning, aiming to position Visakhapatnam as a key economic and tourism hub in the region.
