Chhattisgarh Pioneers India's First Fully Digital Census for 2027
In a landmark move towards technology-driven governance, Chhattisgarh has officially commenced preparations for Census 2027, setting the stage for what will be India's first completely digital enumeration exercise. The state government has unveiled comprehensive timelines, technological frameworks, and operational scales for one of the largest administrative undertakings in the nation's history.
Two-Phase Digital Rollout with Self-Enumeration Feature
Addressing media representatives in Raipur on Monday, Additional Chief Secretary (Home) Manoj Kumar Pingua and Director of Census Operations Kartikeya Goyal detailed the ambitious plan. The census will unfold in two distinct phases:
- House Listing and Housing Census: Scheduled from May 1 to May 30, 2026, this phase will involve a detailed door-to-door survey covering approximately 33 parameters related to housing conditions, amenities, and household assets.
- Population Enumeration: Set for February 2027, this will complete the demographic data collection.
For the first time ever, citizens will have the option of self-enumeration through digital platforms. Between April 16 and April 30, 2026, households can submit their details online and receive a unique Self-Enumeration (SE) ID. Enumerators will subsequently verify this data during field visits. Officials emphasized that even those opting out of self-enumeration will be fully covered through traditional door-to-door surveys.
Comprehensive Data Collection and Massive Administrative Deployment
The housing census phase will gather critical information across multiple domains, including:
- Type of construction and number of rooms
- Availability of drinking water, toilets, and electricity
- Cooking fuel sources and internet access
- Ownership of assets like mobile phones, vehicles, and electronic devices
Data collection will utilize mobile applications available in multiple languages, featuring both online and offline capabilities with built-in validation checks to ensure accuracy. To execute this massive operation, Chhattisgarh has mobilized over 62,000 personnel, including enumerators, supervisors, trainers, and senior officials. Training programs are already underway across all 33 districts and are expected to conclude before enumeration begins.
Legal Framework, Data Security, and Monitoring Mechanisms
Authorities have stressed that the entire process will be conducted under the Census Act, 1948, guaranteeing complete confidentiality of personal information. Officials clarified that collected data cannot be used for taxation, policing, or legal proceedings and will be strictly reserved for statistical analysis and developmental planning.
A robust multi-layered monitoring system has been established, featuring control rooms at district, state, and national levels. Additionally, a toll-free helpline (1855) will become operational from April 16, 2026, to assist citizens throughout the process.

Census 2027 will mark India's 16th national census and the eighth since Independence. The data gathered is expected to provide crucial baseline information for policy formulation, welfare scheme implementation, infrastructure development, and resource allocation across the state.
