Goa's Breweries and Distilleries Commit to Deposit Refund Scheme Implementation

In a significant move towards environmental sustainability, breweries and distilleries in Goa have formally agreed to work with state authorities and the private agency overseeing the Deposit Refund Scheme (DRS). This collaboration was announced by the deposit refund scheme administrative committee, highlighting a joint effort to tackle packaging waste across the state.

Operational Readiness and Compliance Ahead of April 1 Launch

Committee chairman Anthony de Sa recently convened a meeting with representatives from the Breweries Association of India. During this session, the association pledged its support to Recykal, the designated scheme operator, to ensure all necessary preparations are in place before the DRS launch on April 1. Key focus areas include achieving operational readiness, adhering to packaging compliance standards, and establishing robust container tracking systems.

De Sa emphasized the importance of timely registration, urging all manufacturers to complete their enrollment under the scheme by February 28 to facilitate a smooth transition. This appeal followed discussions with the Breweries Association of India and Gaurish Sankhwalkar, the additional commissioner of excise. While specific brand data remains inaccessible, de Sa noted from the scheme's dashboard that approximately 82% of the liquor volume supplied in Goa is already registered, indicating positive early engagement from the industry.

Addressing Implementation Challenges Through Industry Collaboration

To overcome potential hurdles in executing the DRS, de Sa proposed that the Breweries Association of India appoint three industry representatives to work directly with Recykal. This strategic partnership aims to create a balanced approach that is both ambitious and practical, ensuring breweries can manage the transition effectively while advancing Goa's environmental objectives.

"By having associations and the system operator working together, we are crafting a strategy that is both ambitious and practical," stated de Sa. "This ensures the transition for breweries is manageable as we progress Goa's environmental priorities. The joint effort will concentrate on critical operational aspects, such as integrating QR codes on packaging for seamless container identification and tracking, alongside resolving logistical and compliance issues."

Goa's Environmental Goals and Consumer Impact

Goa has set a clear target to eliminate litter from glass, aluminium, and plastic packaging statewide. Under the DRS framework, products sold in non-biodegradable packaging will include a refundable deposit. Consumers can reclaim this deposit instantly by returning empty packaging to designated collection centers. Specifically, deposits ranging from Rs 2 to Rs 10 will apply to items in plastic and glass packaging, including alcohol bottles, multilayered wrappers, and milk cartons, encouraging responsible disposal and recycling practices.

This initiative represents a proactive step by Goa's government and private sector to address waste management challenges, fostering a cleaner environment through collaborative efforts between industry stakeholders and regulatory bodies.
