In a significant move to decentralise transport services, the office of the assistant director of transport (North), Panaji, has successfully conducted a series of learner's licence drives across the Tiswadi region. This initiative, part of the broader Swayampurna Goem Programme, resulted in the issuance of 146 learner's licences to applicants who participated in the doorstep camps.

Decentralising Services for Citizen Convenience

The drives were carried out under the Sarkar Tumchya Dari (government at your doorstep) initiative, aimed at reducing the need for citizens to visit licensing offices. A transport official explained, "This is a one-stop solution where RTO officials set up stalls in one location, saving citizens from visiting multiple offices. It's designed to deliver licensing and allied transport services directly to people's communities." The initiative covered 15 panchayats and five municipal ward clusters under the Corporation of the City of Panaji, ensuring widespread accessibility.

High Turnout and Success Rates Across Villages

The turnout varied significantly across different locations, with some panchayats recording particularly high participation:

  • Azossim-Mandur panchayat led the way with 32 applicants attending the camp, resulting in 31 learner's licences issued, along with several other transport-related services.
  • Sao Matias Malar panchayat saw 19 applicants, while Cumbharjua village panchayat had 16 applicants.
  • Chorao panchayat issued learner's licences to 20 applicants.
  • Santa Cruz and Neura panchayats each recorded nine applicants, with all receiving licences.

A transport official noted, "Across most locations, the number of learner's licences issued closely matched the number of applicants present, indicating a high success rate for the drive." This efficiency underscores the effectiveness of the doorstep approach in streamlining the licensing process.

Comprehensive Services and Municipal Outreach

Beyond learner's licences, the camps provided additional services such as document verification and other licensing-related assistance at select panchayats. At the municipal level, camps conducted across wards in Panaji catered to 12 applicants, all of whom were issued learner's licences. Most centres also witnessed participation from applicants seeking other transport-related services, highlighting the initiative's role as a holistic solution for community needs.

This initiative reflects a proactive effort by the Goa transport department to enhance public service delivery, making essential transport services more accessible and convenient for residents in the Tiswadi region.
