Gurgaon Implements Strict On-the-Spot Fines for Illegal Waste Dumping
The Municipal Corporation of Gurgaon (MCG) has announced stringent new measures to combat illegal waste dumping across the city. Starting immediately, individuals caught disposing of rubbish on roadsides, vacant plots, drains, lakes, or any other public places will face on-the-spot fines of Rs 5,000 for a first offence. For repeat violations, the penalty doubles to Rs 10,000.
Heavier Penalties for Bulk Waste Generators
In a separate but equally strict provision, bulk waste generators, institutions, and agencies will face significantly steeper penalties. The first violation for such entities will attract a fine of Rs 25,000, while repeat offences will result in a hefty Rs 50,000 penalty. This move targets commercial establishments, residential societies, and other large-scale waste producers who contribute disproportionately to the city's waste management challenges.
NGT Order Drives Enforcement
These enforcement measures follow a July 26, 2024 order from the National Green Tribunal (NGT), which directed a complete ban on dumping solid waste in public places across Haryana. The tribunal cited serious environmental and public health concerns in its ruling. The Haryana government subsequently directed all municipal bodies in the state to strictly enforce this ban, with fines ranging from Rs 5,000 to Rs 50,000 for violators.
The NGT order explicitly stated: "There shall be complete prohibition on littering/dumping of solid waste at unauthorised places, particularly roadsides, rivers, waterways, wetlands, lakes, nalas, panchayat or revenue lands, land owned by PWD or other various authorities in the entire State of Haryana."
Authorized Officials and Enforcement Mechanisms
MCG has authorized a wide range of senior officials to impose these penalties, including:

- Assistant Engineers
- Senior Sanitation Inspectors

Officials confirmed that fines will be collected on the spot. In cases where offenders fail to pay immediately, the amount will be recovered as arrears of land revenue under applicable laws. The funds collected through these penalties will be specifically allocated to strengthen solid waste management and processing systems in Gurgaon.
Commissioner's Appeal to Residents
MCG Commissioner Pradeep Dahiya urged all residents, commercial establishments, and institutions to cooperate with the new regulations. "I urge residents, commercial establishments and institutions to dispose of waste only at designated sites and make use of door-to-door collection services," Dahiya emphasized. This appeal highlights the corporation's focus on proper waste disposal channels rather than punitive measures alone.
Broader Enforcement Context
These measures represent part of a broader zero-tolerance approach toward illegal waste management practices in Gurgaon. Last week, MCG also announced that it would file FIRs against individuals and entities, particularly residential societies with closed sewage treatment plants, for illegal dumping of rubbish and discharge of untreated water.
The timing of these intensified enforcement actions is significant, coming just ahead of Swachh Survekshan teams visiting cities in mid-February for annual cleanliness surveys. Gurgaon's performance in these surveys has been a priority for municipal authorities, driving recent policy initiatives and enforcement actions.
The combination of on-the-spot fines, authorized enforcement personnel, and potential legal action creates a comprehensive framework to address Gurgaon's waste management challenges.
