Himachal Pradesh Introduces Digital E-Auction for Liquor Vends
In a significant move to boost transparency and operational efficiency, the Himachal Pradesh government has officially launched its inaugural online e-auction process for the allotment of retail liquor vends for the financial year 2026-27. This new system marks a departure from traditional methods, implementing a fully digital bidding platform designed to ensure greater accountability and convenience for all applicants.
E-Auction Process and District-Wise Implementation
The e-auction initiative commenced with retail liquor units in the districts of Kinnaur, Hamirpur, and Chamba. The state government has approved the allocation of all retail excise liquor units through a unit-wise online bidding system. This approach allows separate bids for each unit, enabling participants to apply remotely from their homes or offices via designated portals.

Registration and Key Requirements
According to Yunus, the commissioner of state taxes and excise, applicants are required to register on the official e-auction portal using a valid digital signature certificate (DSC). He emphasized the importance for bidders to thoroughly review the Excise Policy 2026-27, along with the standard operating procedures and user manuals, which are accessible on both the departmental website and the e-auction portal.
Detailed Auction Schedule
The application and auction schedule is organized district-wise to streamline the process:
- Kinnaur, Hamirpur, and Chamba: Applications will be accepted from February 23 to 26, with auctions scheduled for February 28.
- Sirmaur, Una, and Baddi: Auctions are set for March 2.
- Solan, Kangra, and Bilaspur: Auctions are slated for March 3.
- Mandi and Nurpur: Auctions will take place on March 5.
- Shimla and Kullu: The process will conclude with auctions on March 7.
