In a significant move towards participatory governance, Jharkhand Chief Minister Hemant Soren inaugurated the Abua Dishom Budget Portal and its corresponding mobile application on Friday. This digital initiative is designed to directly involve citizens and experts in the crucial process of formulating the state's annual budget.
Driving Inclusive Governance Through Public Participation
Launching the platform, Chief Minister Hemant Soren emphasized that the foundation of a robust state is built not merely through government schemes but through active public involvement. He stated that with this core belief, the state government is consistently working to implement an inclusive budgetary process that incorporates the voices of its people.
Soren directed the state's finance department to commence the suggestion-seeking drive well in advance, starting from November 15. This early start is strategically planned to ensure that residents from even the most remote areas of Jharkhand have ample opportunity to contribute their ideas and feedback for the upcoming budget.
How Citizens Can Submit Their Budget Ideas
Officials outlined a simple process for the public to share their views. Individuals can participate by visiting the dedicated website at https://finance.gov.in/budgetvichar or by downloading the 'Dishom Budget' mobile app. The app is available on the Google Play Store for Android users and on the App Store for iPhone users.
The registration process requires a mobile number and an email ID. Users must generate a one-time password (OTP) to complete their registration. Once registered, they can freely provide their views, suggestions, and comments on the budget. The platform allows contributors to select specific departments to target their feedback, making the process organized and focused.
An official confirmed that the top three suggestion providers will be formally honoured for their valuable input. This recognition aims to incentivize thoughtful and constructive participation from across the state.
Key Deadlines and Focus Areas
The government has set a clear timeline for this collaborative exercise. The last date for submitting all suggestions is January 17. Officials particularly highlighted that suggestions related to enhancing state revenue from the general public would be considered an important contribution towards strengthening Jharkhand's economic foundation.
This initiative marks a concrete step in democratizing fiscal policy, moving beyond top-down planning to a model that values grassroots input. By leveraging digital tools, the Jharkhand government aims to bridge the gap between policymakers and the public, fostering a sense of shared ownership in the state's development trajectory.
