Maharashtra Cabinet Approves MRSAC Conversion to Section 8 Company for Enhanced Governance
In a significant move to strengthen the application of geospatial technology in governance, the Maharashtra cabinet has approved the conversion of the Maharashtra Remote Sensing Application Centre (MRSAC) into a Section 8 company under the Companies Act, 2013. This decision replaces its existing registration under the Societies Act, 1860, marking a pivotal institutional restructuring aimed at modernizing administrative frameworks.
Cabinet Decision and Operational Benefits
The decision was cleared at a cabinet meeting chaired by Chief Minister Devendra Fadnavis. This transformation is expected to enhance the operational flexibility of the Nagpur-based centre, enabling faster implementation of projects across critical sectors. Key areas set to benefit include road development, urban planning, water conservation, mining operations, and digital land assessment systems.
Officials highlight that the transition to a company structure will allow MRSAC to integrate advanced technologies such as artificial intelligence, machine learning, Internet of Things (IoT), web services, and cloud computing into its projects. This aligns with evolving governance needs and supports data-driven decision-making processes.
Historical Role and Future Scope
Established in 1988, MRSAC has played a crucial role in supporting planning and decision-making through geospatial inputs. Over the years, it has contributed to numerous projects, including:

- E-panchnama systems
- MahaAgritech projects
- Mangrove studies
- Groundwater management efforts

The institution operates sub-centres in Pune and Mumbai, expanding its reach across the state. The government noted that this transformation reflects the changing role and expanding scope of MRSAC within a technology-driven administrative framework, underlining the necessity of institutional restructuring to meet future challenges.
New Organizational Structure
The newly formed Section 8 company will have its registered office in Nagpur, with the chief secretary serving as its chairperson. The cabinet has approved the creation of a managing director's post while retaining existing positions within the new structure to ensure continuity and expertise.
The board of directors will include senior officials from key departments, such as:

- Revenue

- Rural Development
- Information Technology
Additionally, representatives from institutions like the Geo-Spatial Data Centre in Pune and the Indian Institute of Science Education and Research (IISER) in Pune will be included.
