Odisha Unveils Major Innovation and Biotechnology Initiatives

The Odisha government has announced the imminent launch of the Odisha State Innovation Mission, a comprehensive initiative designed to cultivate a robust ecosystem that nurtures critical thinking, design skills, and entrepreneurship across the state. This strategic move is complemented by the budgetary approval for establishing the Odisha Biotechnology Research Centre, aimed at driving advanced biotech research, securing patents, facilitating technology transfer, and stimulating industrial growth.

Strengthening Global Innovation Presence

Chief Minister Mohan Charan Majhi emphasized that the Innovation Mission is a cornerstone strategy to strengthen Odisha's presence and significantly improve its standing in the Global Innovation Index. He articulated that innovation will be treated as a primary driver for achieving exponential economic growth and generating substantial employment opportunities across various sectors.

Bridging the Gap from Ideas to Implementation

An official from the Science and Technology Department highlighted a critical gap in the current system, noting that many students and researchers possess innovative ideas but lack a structured platform to transform these concepts into viable products or practical solutions. "From the initial stage of ideation to the final creation, we need to establish an integrated system. This system will encompass state-of-the-art laboratories, dedicated incubation centres, and a streamlined production process to support innovators at every step," the official explained.

Focus on High-End Biotechnology and Research

The proposed Odisha Biotechnology Research Centre is specifically designed to promote cutting-edge research and industrial expansion in frontier biotechnology. Its core objectives include a strong emphasis on patent generation, efficient technology transfer, and successful commercialization of research outcomes. Official sources indicate that this centre will be instrumental in boosting the state's knowledge-driven bio-economy and reinforcing Odisha's emergence as a highly competitive and attractive destination for biotechnology investments and talent.

Another official from the department elaborated that the centre will house high-end research facilities focused on delivering tangible societal impact and solving real-world challenges. "Currently, government-led research is primarily conducted through higher educational institutions. With the establishment of this dedicated centre, research activities will be synergistically carried out at the centre in close collaboration with these educational institutions, creating a more powerful and cohesive research network," the official stated.

Additional Research and Innovation Hubs

The state budget also proposes the creation of a dedicated Odisha Pharma and Biotech Research and Innovation Centre. This facility will support specialized research areas including oncology, biologics development, herbal drug standardization, advanced therapy products, medical device innovation, and fostering robust industry-academia collaboration. Official sources confirm that this centre will further promote advanced research and catalyze industrial growth in the pharmaceutical and biotechnology sectors.

Development of an Iconic Science City

In a landmark development, the government plans to construct an Iconic Science City over 77 acres in Khurda district. This ambitious project is envisioned as a world-class centre for science, technology, and translational innovation. Designed to offer immersive experiential learning for visitors of all ages, it will include dedicated sections for on-site innovation labs. "We are committed to investing approximately Rs 300 crore for the proposed Science City over the next five years. For the initial phase in the 2026-27 fiscal year, I propose an allocation of Rs 12 crore to commence this transformative project," Chief Minister Majhi announced during his budget speech.

These comprehensive initiatives underscore the Odisha government's strategic commitment to positioning the state as a leading hub for innovation, scientific research, and technological entrepreneurship, thereby driving sustainable economic development and creating a future-ready workforce.
