PM Modi Unveils 'Seva Teerth' for New Administrative Complex in Delhi

Prime Minister Narendra Modi on Friday revealed the name 'Seva Teerth' for the new building complex that will house the Prime Minister's Office, the National Security Council Secretariat, and the Cabinet Secretariat. This announcement marks a significant transformation in India's administrative infrastructure, aimed at modernizing governance.

Inauguration and Public Address

Prime Minister Modi formally inaugurated Seva Teerth along with Kartavya Bhavan 1 and 2 at a public program held at the complex around 6 PM. The government highlighted that this inauguration represents a milestone in India's governance architecture, reflecting the Prime Minister's commitment to creating a modern, efficient, and citizen-centric administrative ecosystem.

Consolidation of Key Offices

Seva Teerth now brings under one roof the PMO, the National Security Council Secretariat, and the Cabinet Secretariat, which were previously operating from separate locations. Kartavya Bhavan 1 and 2 will accommodate key ministries, including:

  • Finance
  • Defence
  • Health and Family Welfare
  • Corporate Affairs
  • Education
  • Culture
  • Law and Justice
  • Information and Broadcasting
  • Agriculture and Farmers Welfare
  • Chemicals and Fertilizers
  • Tribal Affairs

Addressing Historical Inefficiencies

For decades, numerous ministries functioned from aging and scattered offices across the Central Vista area, leading to coordination challenges, rising maintenance costs, and operational inefficiencies. The new complexes consolidate these functions into integrated, future-ready facilities designed to improve coordination and workflow.

Modern Features and Sustainability

Both Seva Teerth and Kartavya Bhavan feature digitally integrated offices, centralized reception facilities, and designated public interface zones to enhance administrative efficiency and citizen engagement. Built in accordance with 4-Star GRIHA standards, the complexes incorporate:

  • Renewable energy systems
  • Water conservation measures
  • Waste management solutions
  • High-performance building designs

Additionally, they include smart access controls, surveillance networks, and advanced emergency response systems to ensure security for officials and visitors.

Renaming Initiative

The naming of Seva Teerth is part of a broader government effort since 2014 to move away from colonial-era nomenclature. Key changes include:

  • South Block renamed to Seva Teerth
  • Central Secretariat renamed to Kartavya Bhavan
  • Rajpath renamed to Kartavya Path
  • Race Course Road renamed to Lok Kalyan Marg
  • Raj Bhavans or Raj Niwas renamed to Lok Bhavan or Lok Niwas

This initiative underscores a shift towards a more indigenous and service-oriented identity in India's administrative framework.
