This ambitious project represents the initial phase of a broader water infrastructure revitalization program scheduled for implementation during the 2026–27 period. Minister Rawat emphasized that this initiative was undertaken at the direct instance of Chief Minister Bhajan Lal Sharma, who has prioritized the restoration of ageing water bodies and the strengthening of irrigation infrastructure throughout the state.

"In this first phase, we will be renovating nearly 200 dams and ponds that are currently in deteriorating condition with an approved allocation of Rs 300 crore," Rawat declared during his assembly address.

The minister's announcement came during Question Hour in response to supplementary questions raised by MLA Ghanshyam. Rawat provided comprehensive details about the government's water infrastructure plans, including specific information about the Bishan Samand dam and canal project located in Todabhim.

According to the minister, the construction and renovation work for this particular project is targeted for completion by 2027. "On November 24, 2025, a work order was issued and work commenced on the ground," Rawat informed the legislative assembly.

Budgetary Framework and Implementation Timeline

Earlier, in a written reply to Ghanshyam's main question, Minister Rawat had provided additional context regarding the budgetary framework supporting these infrastructure projects. The minister stated that under the Budget announcement for 2025–26, a specific work order for the renovation of the Bishan Samand dam canal in Todabhim was officially issued on February 4, 2026.
