The Union government has granted crucial in-principle approval to the detailed project report (DPR) for the proposed Vizhinjam–Navaikkulam Outer Ring Road (ORR) project in Thiruvananthapuram. This significant administrative milestone was recently disclosed in a parliamentary reply tabled by the Union Ministry of Road Transport and Highways. However, the project's execution phase remains contingent upon obtaining mandatory environmental clearance, particularly for the northern stretch extending from Thekkada to Navaikulam, which is currently pending with the environment ministry.

Environmental Clearance and Project Timeline

Official sources indicate that the statutory environmental clearance is anticipated to be secured by next month. Should this approval materialize as expected, authorities plan to float construction tenders by April, marking a pivotal step toward actualizing this infrastructure initiative. The ORR project, designed to alleviate traffic congestion throughout Thiruvananthapuram district while providing seamless connectivity to the Vizhinjam port, cannot proceed to the execution stage without both environmental clearance and formal sanction from the central government.

Although the DPR approval represents substantial progress, work commencement is strictly dependent on final statutory clearances. The National Highways Authority of India (NHAI), serving as the implementing agency, has proactively completed essential survey work for recent design modifications. These modifications include the construction of tunnels through hill sections along the proposed alignment, a strategic decision aimed at minimizing large-scale hill cutting and reducing environmental impact in ecologically sensitive areas.

Survey Findings and Engineering Modifications

A private agency engaged by NHAI conducted detailed geotechnical assessments to inform these design changes. The survey findings are now being integrated into revised engineering plans to optimize the project's feasibility and environmental compliance. An NHAI official emphasized that preparatory processes are well underway, stating, "The DPR has already received approval from the Centre. We have completed the necessary survey works for the modified design, including tunnelling options through hill sections."

The official further elaborated, "The highway engineering department has been instructed to prepare tender documents incorporating these changes. If environmental clearance comes as expected next month, we are targeting April for floating the construction tender." This timeline underscores NHAI's readiness to advance the project swiftly once regulatory hurdles are cleared.

Coordination and Preparatory Measures

NHAI has maintained close coordination with state government departments to ensure that preparatory processes proceed without delay. All technical inputs required for tendering are being consolidated systematically. The authority's proactive approach aims to eliminate procedural delays once statutory approvals are secured, facilitating a smooth transition to the construction phase.
