India has unequivocally reaffirmed its policy of zero tolerance towards terrorism in every manifestation, a stance powerfully articulated by Union Home Secretary Govind Mohan. The declaration came during the concluding session of the Anti-Terror Conference held in New Delhi on Saturday, December 28, 2025.
NIA's Exceptional Record and a National Goal
In his address, Mohan singled out the National Investigation Agency (NIA) for its remarkable performance in securing convictions. He applauded the agency for achieving an exceptionally high conviction rate of over 90 per cent. Setting an ambitious target for the nation's law enforcement, Mohan stated that the government aims to elevate the conviction rates across all state police forces to match this benchmark. This goal is to be realized through enhanced quality of investigations and deeper inter-agency cooperation.

As highlighted by an NIA spokesperson, Union Home Minister Amit Shah praised the operational and investigative prowess of agencies in the recent Pahalgam targeted attack and the Delhi Red Fort blast cases. Shah detailed the twin response: Operation Sindoor, which targeted and punished the planners, and Operation Mahadev, which neutralized the attackers. He termed this coordinated action a "strong and decisive response" to terrorist masterminds based in Pakistan.
