Patna: Kundan Kumar, a 2012-batch IAS officer, took charge as the Patna district magistrate (DM) on Friday. This development came a day after the general administration department (GAD) issued a late-night notification transferring 21 IAS officers or relieving them of additional responsibilities.
Key Transfers in the Reshuffle
Kundan Kumar, who was serving as Nalanda DM, replaced Thiyagarajan SM. Thiyagarajan has been appointed chairman of the Bihar School Examination Board (BSEB) with additional charge as special secretary in the health department. Earlier, 1996-batch IAS officer Anand Kishor had served as BSEB chairman for 10 years. He will continue as additional chief secretary of the environment, forest and climate change department.
Robert L Chongthu, a 1997-batch IAS officer and principal secretary of the social welfare department, has been transferred to the parliamentary affairs department. Mohammad Sohail, secretary in the GAD with additional charge as vigilance commissioner, has been shifted to the minority welfare department and will continue to hold the additional charge.
District and Departmental Moves
Khagaria DM Navin Kumar has been appointed special secretary in the prohibition, excise and registration department. He will also hold additional charge in the information and public relations department (IPRD) and Bihar State Beverages Corporation Limited. Consequently, 2005-batch IAS officer Ajay Yadav and 2010-batch IAS officer Chandrashekhar Singh have been relieved of their additional charges as secretaries in the prohibition, excise and registration department and IPRD, respectively.
Muzaffarpur DM Subrat Sen has been transferred as managing director of Bihar Medical Services and Infrastructure Corporation Limited (BMSICL). Kumar Gaurav, additional executive officer in the State Health Society, has been appointed Muzaffarpur DM.
Tshering Y Bhutia, who was serving as special secretary in the health department, has been made Jehanabad DM. Rohtas DM Udita Singh, a 2014-batch IAS officer, has been transferred as Nalanda DM.
East Champaran DM Saurabh Jorwal has been appointed managing director of South Bihar Power Distribution Company Limited (SBPDCL). Anshul Agarwal, excise commissioner-cum-inspector general of registration, has been posted as Banka DM, while Alankrita Pandey, who was serving as Jehanabad DM, has been transferred to Bhagalpur.
COMFED managing director Sameer Saurabh has been appointed Gopalganj DM, while agriculture director Saurabh Suman has been made East Champaran DM.
Junior IAS Officers' Appointments
A 2019-batch IAS officer, Preeti, who was serving as deputy development commissioner-cum-chief executive officer, Zila Parishad, Jehanabad, has been appointed director, social security. Another 2019-batch IAS officer, Naveen Kumar, who was serving as project director at the Bihar Education Project Council, has been made Kishanganj DM. Vikram Virkar, also a 2019-batch IAS officer and director of primary education, has been appointed Khagaria DM.
