Telangana DGP Announces Major Maoist Surrender and Tribal Development Initiative

In a significant development for Telangana's security landscape, Director General of Police B Shivadhar Reddy announced on Friday the surrender of 42 Maoist cadres, marking a major blow to insurgent networks in the state. The announcement came after a ground visit to the Karregutta hills, where the DGP engaged with local tribal communities to assess their pressing needs.

Surrender Details and Seizures

The surrendered Maoists represented multiple wings of the insurgent organization, including 21 members from the People's Liberation Guerrilla Army battalion 21, 11 from the Telangana state committee, and 10 from the Dandakaranya special zonal committee. Authorities confirmed that with the surrender of the Telangana committee members, this state-level committee has effectively ceased to exist.

In addition to the personnel surrender, police seized 36 firearms including five AK-47 rifles, four SLRs, and three INSAS rifles, along with 800 grams of gold. These seizures represent significant material losses for the insurgent network.

Government Response and Rehabilitation Measures

Speaking on the sidelines of the surrender ceremony, DGP Shivadhar Reddy revealed that the government is expected to issue orders shortly to provide health cards to surrendered Maoists as part of rehabilitation efforts. This follows a pattern of successful reintegration, with 761 Maoists having surrendered over the past one-and-a-half years, including four central committee members and 21 state committee members.

The steady stream of surrenders signals a significant weakening of Maoist influence in the region, according to security officials who have been monitoring the anti-insurgency campaign's progress.

Focus on Tribal Development

Following his visit to the Karregutta hills, DGP Shivadhar Reddy emphasized that interactions with tribal residents revealed urgent demands for basic infrastructure. "Our discussions with community members highlighted critical needs for schools, electricity, and drinking water facilities," the police chief stated.

The DGP confirmed that a detailed report outlining these local needs and the prevailing situation would be submitted to the government to guide immediate intervention. This report aims to address the root causes of discontent that insurgent groups have historically exploited, focusing on development rather than solely security measures.

Status of Former Maoist Leader

Responding to queries about former CPI (Maoist) general secretary Muppalla Lakshman Rao, also known as Ganapathi, DGP Shivadhar Reddy stated that police have information indicating he is alive but no longer residing in forest areas. This revelation suggests changing patterns of Maoist leadership and operational methods as pressure from security forces intensifies.

The combined approach of security operations, surrender policies, and development initiatives appears to be yielding results in Telangana's long-standing efforts to counter Maoist insurgency while addressing the legitimate concerns of tribal communities in affected regions.
