Andhra Pradesh Assembly Approves Landmark Amendments for Industrial Growth
The Andhra Pradesh legislative assembly on Thursday passed two crucial bills that amend existing legislation to accelerate industrial development and transform rural governance structures. The amendments target the Assigned Lands Act and the Grama and Ward Sachivalayams (GSWS) Act, introducing significant changes aimed at supporting clean energy initiatives and rebranding local administrative units.
Boosting Renewable Energy Through Land Leasing
Revenue, Registration, and Stamps Minister Anagani Satyaprasad presented the amendments in the assembly, emphasizing their role in fostering industrial expansion and creating employment opportunities. The modification to the Assigned Lands Act specifically enables assignees to lease their lands on a long-term basis to clean energy projects. This strategic move is designed to provide assignees with a stable additional income stream while facilitating the state's renewable energy ambitions.
Minister Satyaprasad highlighted that renewable energy has become indispensable for establishing industries and data centers, particularly in Visakhapatnam. He pointed to Andhra Pradesh's leadership in green initiatives, including the launch of the country's first Green Hydrogen Valley at Anakapalle and a green ammonia plant at Kakinada. According to the minister, the state has attracted renewable energy proposals worth approximately Rs 10 lakh crore, which are projected to generate employment for nearly 7.5 lakh people if successfully implemented.
The amendment allows the government to lease assigned lands for clean energy projects with the consent of the assignees, addressing a critical need for suitable land. This initiative supports the coalition government's target of creating 20 lakh jobs and aims to reduce electricity costs for consumers. The government has already reduced tariffs by 13 paise per unit and plans further reductions as clean energy capacity increases.
Assured Income for Land Assignees and Environmental Goals
Assignees who lease their lands for renewable energy projects will receive an assured annual income of Rs 31,000 per acre, with the lease amount revised every two years, incorporating a 5% increase. Many of these assigned lands are currently barren, making this arrangement beneficial without disrupting existing livelihoods. The minister noted that this approach aligns with the Swarnandhra 2047 vision, which targets achieving net-zero carbon levels and sustainable development.
Renaming Local Governance Units
The second bill amends the GSWS Act to change the names of Grama and Ward Sachivalayams to Swarna Gramam and Swarna Ward, respectively. This rebranding effort is part of a broader strategy to enhance the identity and functionality of local governance structures, reflecting the state's commitment to rural transformation and administrative modernization.
Overall, these legislative changes underscore Andhra Pradesh's proactive stance in leveraging land resources and governance reforms to drive economic growth, environmental sustainability, and social welfare, positioning the state as a leader in renewable energy and rural development initiatives.
