The vacancies will emerge following the completion of terms by two incumbents: Ram Chander Jangra and former Haryana minister Kiran Choudhary. Jangra was elected to the Rajya Sabha in 2020, while Choudhary was nominated to the Upper House in 2024. Her nomination filled a vacancy created after Deepender Hooda resigned from his Rajya Sabha seat in June 2024. Hooda vacated the position upon being elected to the Lok Sabha from Rohtak in the 2024 parliamentary elections, adding a layer of political transition to this electoral process.

Given the current composition of the Haryana Legislative Assembly, both the BJP and Congress are positioned to secure one Rajya Sabha seat each without opposition. A candidate requires the support of 31 MLAs for nomination, and the numbers favor this outcome. The BJP holds the largest bloc with 48 MLAs, followed by the Congress with 37 MLAs. A BJP spokesperson outlined the party's structured approach to candidate selection. "We have a set procedure of picking the name. Once the high command gives the go-ahead to start the procedure, the state screening committee shall shortlist the probables to be discussed with the core group before forwarding the panel of names to the central election committee (CEC) for the final call," the spokesperson explained. This methodical process ensures that candidates are vetted thoroughly, reflecting the party's emphasis on organizational discipline and alignment with central leadership directives.
Congress's Strategy and Candidate Considerations
On the opposition side, Congress leaders are awaiting guidance from their high command before formalizing their strategy. AICC secretary Jitender Baghel, who serves as the party co-incharge for Haryana, along with HPCC president Rao Narender, indicated that they are in a holding pattern. "High command is closely monitoring the situation, and we are sure to have a strong candidate and are expecting the election to one seat. Rest, we shall wait and watch," said Baghel. He added, "We have HPCC, we have the CLP leader here, they will sit together to work on this."
The Congress has multiple aspirants for the seat, with Haryana and Himachal Pradesh considered safe bets for fielding candidates from among AICC leaders. Notably, B K Hariprasad, the AICC general secretary and in-charge for Haryana, is being actively considered as a potential candidate.
