Maharashtra Assembly Speaker Commits to Regular Environmental Debates
In a significant move addressing ecological concerns, Maharashtra Legislative Assembly Speaker Rahul Narwekar announced on Sunday his commitment to ensure at least one dedicated discussion on environmental issues is held in every Assembly session. Speaking at the 4th National Environment Youth Parliament in Nagpur, Narwekar stressed that climate change and ecological degradation demand structured legislative attention through focused debates.
Environmental Issues Already Dominate Assembly Proceedings
Narwekar revealed that environmental concerns already occupy a substantial portion of Assembly discussions. "In every session, nearly 24% to 30% of discussions revolve around drought, erratic rainfall, and losses arising from environmental crises," he stated. However, he pointed out that while these matters are frequently discussed, they often lack a concentrated focus on the underlying causes.
"The core issue behind many of these challenges is climate change," Narwekar explained. He emphasized that while environmental topics are addressed in parts during various discussions, a dedicated and definite debate specifically on environmental issues would help address root causes more effectively and systematically.
Youth Parliament Praised as Unique Environmental Initiative
The Speaker described the youth parliament, jointly organized by Vikasarth Vidyarthi and Paryavaran Sanrakshan Gatividhi at Vidhan Bhavan, as a distinctive initiative. "While mock parliaments are organized by many institutions, holding one exclusively on the theme of environment is truly unique," he noted.
Narwekar highlighted the global nature of environmental concerns, stating, "Environment is not restricted to any state or country; it is a concern for the entire globe." He emphasized that the legislature serves as the appropriate forum for deliberating on laws and policies related to environmental protection, where issues can be thoroughly discussed and decisions made through democratic processes.
Engagement with Youth and Future Plans
The Speaker spent considerable time listening to student participants and expressed appreciation for the quality of their deliberations. He stated that such platforms significantly strengthen parliamentary democracy by educating young citizens about legislative processes.
Narwekar announced plans to invite Members of the Legislative Assembly (MLAs) to attend similar youth sessions in the future. "It will be beneficial for legislators to witness these discussions and see your discipline," he told the students, suggesting that such exposure could enhance lawmakers' understanding of youth perspectives on environmental issues.
Strengthening Democracy Through Youth Engagement
Urging students to become responsible citizens, Narwekar explained that forums like the Youth Parliament help participants understand how parliamentary democracy functions in practice. He expressed confidence that such engagement would contribute to strengthening democratic institutions across India.
The Speaker connected these efforts to India's broader national vision, expressing belief that informed youth participation supports the country's goal of emerging as a fully developed nation by 2047.
Dignitaries Emphasize Environmental Commitment
Padma Shri awardee Janardanpanth Bothe, who attended as guest of honor, also addressed participants, urging them to contribute toward nature conservation with commitment and dedicated service. His presence underscored the importance senior figures place on environmental stewardship.
