PM Modi Advocates for Parliamentary Friendship Groups to Boost India-Israel Legislative Relations

Prime Minister Narendra Modi has expressed strong support for the newly announced bipartisan Parliamentary Friendship Groups, emphasizing their potential to strengthen legislative ties between India and Israel. In a recent address to Israel's Knesset, Modi underscored the importance of enhanced parliamentary interaction between the two democracies.

Institutionalizing Bipartisan Parliamentary Engagement

The concept of establishing these committees originated during Modi's discussions with multi-party delegations formed after Operation Sindoor. These delegations were tasked with conveying India's position on matters of national interest to the international community. Recognizing their effectiveness in presenting a unified, bipartisan stance, Modi proposed institutionalizing this platform.

This initiative has now materialized with the announcement of 64 Parliamentary Friendship Groups by Lok Sabha Speaker Om Birla. These groups are designed to foster relationships with 61 countries and three international blocs, including the European Union Parliament and Nordic nations.

Composition and Leadership of the Groups

The groups feature a deliberately bipartisan composition, reflecting an effort to build inter-party cooperation amidst increasing political tensions between the ruling BJP-led National Democratic Alliance (NDA) and opposition parties. Of the 64 groups, MPs from the governing NDA chair 37, while opposition MPs lead the remaining 27.

Key opposition parties holding chair positions include:

  • Congress: 10 groups
  • Dravida Munnetra Kazhagam: 3 groups
  • Trinamool Congress: 3 groups
  • Samajwadi Party: 3 groups

Notably, the groups include eight MPs who were suspended during the Budget session for unruly protests, comprising seven from Congress and one from the Communist Party of India (Marxist).

Strategic Objectives and Current Context

The establishment of these groups signifies Parliament's commitment to deepening legislative exchanges worldwide, complementing traditional diplomatic efforts. While such exercises typically involve government input, this initiative highlights a proactive parliamentary approach to international engagement.

BJP MP Bhartruhari Mahtab heads the group specifically tasked with engaging Israeli lawmakers, as highlighted by Modi in his Knesset address. This targeted approach aims to leverage parliamentary diplomacy to bolster bilateral relations.

The announcement comes amid political challenges, with Speaker Om Birla facing an opposition notice for his removal, scheduled for discussion when Parliament reconvenes on March 9 after a recess. Despite these domestic tensions, the bipartisan nature of the friendship groups represents a concerted effort to maintain legislative cohesion on international matters.

This development marks a significant step in India's parliamentary diplomacy, aiming to project a unified national stance while fostering global legislative partnerships.
