Tripura Human Rights Commission Initiates Action Over Extortion Allegations

The Tripura Human Rights Commission (THRC) has formally commenced proceedings in response to serious allegations involving an elected member of the Tripura Tribal Areas Autonomous District Council (TTAADC). The case centers on accusations that Hangsa Kumar Tripura, a Member of the District Council (MDC) from the BJP-allied TIPRA Motha party, demanded a substantial sum of Rs 22 lakh from a government official.

Details of the Alleged Extortion Scheme

According to reports, Hangsa Kumar Tripura is alleged to have pressured an executive engineer to release funds earmarked for a critical development project. This project involves the construction of a 4-kilometer road intended to connect ADC Village in the Tribal Colony area to Bhagyamani Roypara. The road falls under the jurisdiction of the Chawmanu Sub-Zonal Office in Dhalai district, highlighting its importance for local connectivity and infrastructure.

After thoroughly reviewing preliminary reports and documentation, the THRC has stated that if these allegations are substantiated, they would constitute severe misconduct. This includes potential charges of extortion and the possible misappropriation of public funds by an elected representative, actions that undermine public trust and governance integrity.

Commission Directs Swift Legal and Administrative Action

In a decisive move, the THRC has issued directives to ensure a prompt and thorough investigation. The commission has instructed the Tripura Director General of Police (DGP) to register a First Information Report (FIR) if a preliminary inquiry confirms the existence of a cognisable offence. Additionally, the DGP has been mandated to submit an action taken report within one week to monitor progress and accountability.

To facilitate a comprehensive inquiry, the THRC has also involved key administrative and law enforcement officials as parties to the case. This includes the chief executive member and chief executive officer of the TTAADC, the Superintendent of Police (SP) of Dhalai district, and the Officer-in-Charge (OC) of Chawmanu Police Station. Each has been directed to provide detailed reports on the matter within a strict timeframe of two weeks.

Notice Served to Accused for Response

A formal notice has been issued to Hangsa Kumar Tripura, seeking his official response to the allegations leveled against him. This step is part of the commission's procedural fairness, allowing the accused an opportunity to present his side of the story before any further actions are taken.

The THRC's proactive stance underscores its commitment to upholding human rights and combating corruption within public offices. By addressing such allegations swiftly, the commission aims to reinforce transparency and accountability in Tripura's governance structures, particularly in tribal and autonomous regions where development funds are crucial for community welfare.
