The Yogi cabinet in Uttar Pradesh is poised for a significant portfolio reshuffle following the induction of eight ministers earlier this week, including the promotion of two Ministers of State (MOS) to independent charge. The reallocation of portfolios is expected to be a carefully calibrated exercise, reflecting both political and governance considerations ahead of the 2027 state assembly elections.

New Inductions and Promotions

Among the newly inducted cabinet ministers are Bhupendra Chaudhary and Manoj Pandey. Additionally, Ajeet Pal and Somendra Tomar, who were previously Ministers of State, have been elevated to MOS with independent charge. Pal previously oversaw the IT and electronics department, while Tomar served as the junior minister for energy and additional sources. Their former departments will now be allocated to two of the four newly inducted MOS: Krishna Paswan, Kailash Rajput, Surendra Diler, and Hans Raj Vishwakarma.

Current Portfolio Distribution

In the existing council of 21 cabinet ministers, Chief Minister Yogi Adityanath holds the charge of 34 departments, including home, public works department (PWD), housing and urban planning, revenue, and state taxes. Deputy Chief Minister Keshav Prasad Maurya oversees rural development, village departments, food processing, entertainment tax, public enterprises, and national integration. Deputy Chief Minister Prajesh Pathak manages the medical portfolio, encompassing medical education, medical and health, and family welfare.

Other cabinet ministers with multiple portfolios include Suresh Khanna, who heads finance and parliamentary affairs, and AK Sharma, a former bureaucrat turned politician, who holds urban development and energy. Jaiveer Singh is responsible for both tourism and culture. Among BJP allies, SBSP chief Om Prakash Rajbhar is the cabinet minister for panchayati raj, minority welfare, Muslim waqf, and haj. Apna Dal (S) leader Ashish Patel oversees technical education, consumer protection, and weights and measures.

Ministers of State and Their Charges

Several MOS with independent charge manage multiple departments. Narendra Kashyap handles both backward class welfare and divyangjan empowerment. Dinesh Pratap Singh looks after horticulture, agriculture marketing, agriculture foreign trade, and agricultural exports. Dayashankar Mishra Dayalu is responsible for the Ayush department and food safety and drug administration (FSDA). Among MOS, Mayankeshwar Sharan Singh holds charge of parliamentary affairs, medical education, medical and health, family welfare, and mother and child welfare. Jaswant Saini is MOS for parliamentary affairs and industrial development.

Political and Governance Strategy

Sources indicate that the delayed allocation of portfolios is not merely an administrative lag but a deliberate strategy to balance political equations and governance priorities. The reshuffle is seen as a step to strengthen the government's performance and outreach in the run-up to the 2027 Uttar Pradesh assembly elections. The allocation will likely reflect a mix of experience, regional representation, and caste equations to maximize the government's appeal.
